As part of the restructuring, Shahdara district has been removed. In its place, three new districts have been created: Old Delhi, Central North and Outer North. With this change, the number of sub-divisions and sub-registrar offices will rise sharply from 22 to 39.
Old Delhi will include Sadar Bazar and Chandni Chowk. Central North will cover areas such as Shakur Basti, Shalimar Bagh and Model Town. Outer North will bring Mundka, Narela and Bawana under one administrative unit.
Mini secretariats to bring services under one roof
One of the key features of the reorganisation is the plan to establish district-level Mini Secretariats across all 13 districts. These facilities will house Revenue, SDM, ADM, Tehsil and Sub-Registrar offices along with other public-facing departments.
At present, residents often need to travel to multiple locations for related services such as property registration, affidavits and certificates. "The aim is to make district administration more accessible. Citizens should not have to travel between offices for closely linked services," a senior government official said.
Officials believe the revamped structure will reduce congestion, speed up grievance redressal and make everyday administrative work more citizen-friendly once it comes into effect in 2026.
