Mumbai Local Train Update: Western Railway Converts Luggage Coaches For Elderly Passengers
In a significant move aimed at improving the travel experience of senior citizens on Mumbai's local train network, Western Railway has announced the introduction of special coaches exclusively for elderly passengers. This decision is expected to benefit more than 50,000 senior citizens who use the Western Railway services daily and often struggle with overcrowded conditions.
At present, local trains operated by Western Railway offer only 14 reserved seats for senior citizens-typically located in the third and twelfth coaches from the Churchgate end. However, these reserved seats are difficult to access during peak hours due to severe crowding, forcing many elderly passengers to travel in unsafe and uncomfortable conditions.

To address this issue, Western Railway has decided to convert one luggage compartment in each local train into a coach designated specifically for senior citizens. This change will apply to all 105 non-AC rakes in Western Railway's fleet, which includes 90 twelve-coach trains and 15 fifteen-coach trains. Each newly designated senior citizen coach will have a seating capacity for 13 people and standing room for 91, thereby significantly improving access and convenience for elderly commuters.
The move follows a Public Interest Litigation (PIL) filed in the Bombay High Court, which brought attention to the risks faced by elderly passengers on overcrowded trains and requested the provision of separate compartments for them, similar to those provided for differently-abled individuals.
The conversion of luggage compartments into senior citizen coaches is expected to cost around ₹5.4 crore and will be completed within a year. According to a senior Western Railway official, the transformation work has already begun. These coaches will be positioned as the seventh coach from the Churchgate end, currently serving as one of the train's two luggage compartments. The other luggage coach in each train will continue to function in its original capacity.
Western Railway operates 1,406 local train services every day, carrying over 30 lakh passengers. Given the intense congestion on this network, elderly commuters often face difficulties in boarding and deboarding, putting their safety at risk. This new initiative aims to make their journeys safer and more comfortable without altering the overall train configuration.
A Western Railway spokesperson stated that this decision is a significant step toward providing senior citizens with a more dignified and secure commuting experience on Mumbai's lifeline-the local train network.
