Maharashtra Government's Toll Tax Exemption Aims to Win Over Middle-Class Voters Ahead of Elections
Ahead of the Maharashtra Assembly election 2024, the Maha Vikas Aghadi government, led by Chief Minister Eknath Shinde, decided to exempt toll taxes for light vehicles at Mumbai's five entry points. This move is perceived as a strategic challenge to Uddhav Thackeray's Shiv Sena (UBT) and the opposition Maha Vikas Aghadi (MVA), directly benefiting the middle class.
The decision is expected to have a significant impact on the middle-class commuters in Mumbai and the Mumbai Metropolitan Region (MMR), who frequently use light vehicles. The Maha Vikas Aghadi coalition includes the BJP, Shiv Sena, and NCP. The exemption will affect 61 assembly seats, including 36 in Mumbai, 17 in Thane district, and seven in Raigad district.

The government claims that this decision aims to reduce traffic congestion and save fuel and time. However, its timing, just a day after Raj Thackeray of the Maharashtra Navnirman Sena (MNS) announced his party's solo election campaign, suggests a calculated political move. Chief Minister Shinde has assured that this exemption will be "permanent".
Raj Thackeray has long campaigned for toll-free travel across Maharashtra. He welcomed the government's decision and instructed MNS workers to inform people about their party's successful movement. His reaction indicates that his solo campaign now has a concrete issue to rally around.
The majority of the 61 affected seats are expected to witness a contest between the Maha Vikas Aghadi with its BJP-Shiv Sena alliance and Uddhav Thackeray's Shiv Sena (UBT). The Thackeray family still holds influence in this region. In the Lok Sabha elections, the opposition Maha Vikas Aghadi won five out of ten seats in Mumbai, Thane, and Raigad.
If MNS contests aggressively on this toll exemption issue, it could impact Shiv Sena (UBT) and its alliance MVA in Mumbai and surrounding areas. The Maha Vikas Aghadi coalition might gain from this situation.
Middle-Class Vote Gamble
The Maha Vikas Aghadi government has launched several schemes for poor families recently. Their main vote-gathering initiative is the CM Mazhi Ladki Bahin Yojana. However, they faced criticism for neglecting the middle class, who pay taxes. By exempting small vehicles from tolls in Mumbai, the ruling coalition has made a significant electoral gamble.
Mumbai, Thane, and Raigad collectively have ten Lok Sabha seats. The opposition Maha Vikas Aghadi secured five of these seats during the Lok Sabha elections. Notably, this toll exemption decision came just a day after Raj Thackeray declared his party's solo election campaign.

This strategic move by the Shinde government aims to win over middle-class voters by addressing their commuting costs. It remains to be seen how this decision will influence voter sentiment in the upcoming elections.
