E-Bike Taxi Scheme In Maharashtra: Benefits For Commuters, Losses For Drivers?

The Maharashtra government's proposal to introduce e-bike taxi services in cities with populations exceeding one lakh has triggered a wave of mixed reactions. While the initiative is positioned as an environmentally friendly and cost-effective transport solution, it has drawn serious objections from various stakeholders including citizens, transport experts and auto-rickshaw unions.

Objections from Transport Workers and Public

One of the most vocal opponents of the policy has been the Maharashtra Rickshaw Panchayat, which represents the interests of auto-rickshaw drivers across the state. The union has warned that the introduction of e-bike taxis could jeopardize the livelihoods of nearly 20 lakh rickshaw drivers and 5 lakh taxi drivers. They argue that with the rise of metro networks and growing private vehicle usage already cutting into their passenger base, the arrival of e-bike taxis could further worsen their economic situation.

Auto and taxi associations in the Mumbai metropolitan region have echoed these sentiments, stating that the new service could cause job losses and raise safety concerns. The fear is that increased competition from e-bike taxis will erode their already diminishing customer base.

Safety and Urban Infrastructure Concerns

Urban transport experts have pointed out that adding more two-wheelers, even electric ones, could further congest already overcrowded streets, particularly in cities like Pune where road infrastructure is under strain. Questions have been raised about the safety of two-wheeler taxis including doubts over the enforcement of helmet usage and the general ability to maintain consistent safety standards.

Moreover, concerns have been expressed about the inadequacy of current infrastructure. Poor road conditions, limited parking availability and the strain on traffic systems are seen as major barriers to the smooth integration of e-bike taxis into the urban transport ecosystem.

Affordability and Feasibility for Drivers

Some potential drivers have criticized the restriction that only electric bikes can be used under the scheme. With an average cost of around ₹1 lakh per e-bike, many from lower-income backgrounds feel financially excluded. The lack of affordable vehicle options could limit participation, contradicting the government's stated goal of creating employment opportunities.

Public Support and Potential Advantages

Despite the opposition, some segments of the public have welcomed the plan. Commuters in support say e-bike taxis could provide a cheaper and more convenient last-mile connectivity option compared to autos. Supporters also point out that the policy promotes environmentally sustainable transportation and could help generate over 20,000 new jobs across Maharashtra.

The e-bike taxi service is currently operational in 12 Indian states, though it has been temporarily halted in Karnataka due to unresolved issues. Learning from these experiences, Maharashtra has drafted its policy after evaluating practices in other states.

Government's Assurances and Policy Approach

In response to the concerns raised, the government has outlined a set of regulations aimed at ensuring safety and responsible operations. These include GPS tracking, strict speed limits, training and police verification for drivers, weather-based operational restrictions and mandatory physical barriers between rider and passenger.

Importantly, the government has invited public suggestions and objections before finalizing the policy, signaling a willingness to revise the framework in response to stakeholder input.

While the Maharashtra government seeks to promote green transport and employment through its e-bike taxi plan, the proposal has sparked widespread debate. The final policy will hinge on how effectively authorities can address concerns related to safety, infrastructure and the impact on existing transport workers while still delivering on its promise of affordable and sustainable mobility.
