Blue Category Expanded In Maharashtra To Ease Clearances For Key Environmental Services
The Maharashtra Pollution Control Board (MPCB) has announced the inclusion of more essential environmental service establishments under the Blue Category, a move aimed at strengthening the circular economy and improving the ease of doing business in the state.

This step follows the Central Pollution Control Board's (CPCB) decision to simplify regulatory processes for industries that play a key role in environmental protection and waste management.
What Is the Blue Category?
The Central Pollution Control Board classifies industries into four categories-Red, Orange, Green, and White-based on their pollution potential. These categories determine the type of environmental permissions required for industrial operations.
Under the Ease of Doing Business initiative, the CPCB introduced a new Blue Category in February 2025. The purpose was to allow certain essential environmental facilities to begin operations quickly with minimal documentation.
The Blue Category includes facilities such as municipal solid waste management units, composting plants, waste-to-energy projects, bio-mining units, biogas plants, material recovery facilities, construction and demolition waste processing centres, domestic sewage treatment plants, and municipal waste disposal facilities.
Maharashtra Goes Beyond CPCB Norms
Taking the initiative further, the Maharashtra Pollution Control Board has decided to include eight additional essential environmental services beyond the categories prescribed by the CPCB. These include plastic waste recycling units, PET bottle recycling facilities, e-waste dismantling units, sanitary waste management plants, and similar allied services.
This expansion is expected to give a strong push to the circular economy in Maharashtra by encouraging recycling, reuse, and scientific waste processing across the state.
Longer Validity for Environmental Consents
Another major benefit for establishments included in the Blue Category is an extended consent validity period. These facilities will now receive an additional two-year extension beyond their original consent period, reducing compliance burden and frequent renewals.
The MPCB has also forwarded a proposal to the CPCB seeking formal inclusion of these eight additional services under the Blue Category at the national level.
Leadership and Policy Support
The initiative has been actively supported by the Chairman of the Maharashtra Pollution Control Board, Siddheshji Kadam, who has taken special interest in ensuring that regulatory processes remain industry-friendly while maintaining environmental safeguards.
The expansion of the Blue Category is based on a detailed policy study conducted under the guidance of the Member Secretary, M. Devender Singh, IAS. The move is expected to attract more investors to Maharashtra's industrial sector, especially in areas linked to sustainability and environmental services.
The Maharashtra Pollution Control Board said the decision reflects its commitment to balancing environmental protection with economic growth.
