Emergency Credit Line Guarantee Scheme Extended for MSMEs Facing Economic Challenges Due to COVID-19
The Union Finance Ministry has extended the Emergency Credit Line Guarantee Scheme (ECLGS) for MSMEs due to the economic challenges posed by the second wave of COVID-19. This extension aims to provide additional support to MSMEs, protect jobs, and help businesses resume operations smoothly. The changes are expected to improve the availability of institutional credit under favourable terms.

The ECLGS 4.0 offers a full guarantee on loans up to Rs. 2 crore for hospitals, nursing homes, clinics, and medical institutions to set up on-site oxygen generation plants. The interest rate for these loans is capped at 7.5 per cent. This initiative is part of the government's efforts to address the healthcare sector's urgent needs during the pandemic.
Borrowers eligible for restructuring under RBI guidelines from May 5, 2021, who took loans under ECLGS 1.0 with a four-year tenure, can now access ECLGS 2.0 with a five-year tenure. This includes interest-only payments for the first year, followed by principal and interest payments over the next three years.
The government has also announced that borrowers under ECLGS 1.0 will receive additional support of up to 10% of their outstanding balance as of February 29, 2020. This is in line with RBI's restructuring guidelines issued on May 5, 2021.
The eligibility limit of Rs. 500 crore for ECLGS 3.0 has been removed. Now, the maximum additional assistance available to any borrower is limited to either 40% or Rs. 200 crore, whichever is lower. This change aims to provide more flexibility and support to larger businesses affected by the pandemic.
The civil aviation sector has been added to ECLGS 3.0 due to its significant impact from travel restrictions during COVID-19. This inclusion is intended to help the sector recover from financial losses caused by reduced travel demand.
Validity Extension and Government Announcements
The validity of the ECLGS has been extended until September 30, 2021, or until guarantees worth Rs. 3 lakh crore are issued. Disbursements under this scheme can continue until December 31, 2021, providing businesses with more time to access necessary funds.
The Ministry of Finance shared on Twitter: "On account of the disruptions caused by the second wave of COVID-19 pandemic to businesses across various sectors of the economy, Govt has further enlarged the scope of Emergency Credit Line Guarantee Scheme."
These measures reflect the government's commitment to supporting businesses through financial challenges caused by COVID-19 disruptions. By extending and expanding the ECLGS, they aim to ensure that businesses across various sectors can access essential credit facilities during these uncertain times.
