Yogi Adityanath Expands Financial Powers of PWD Officers After 30 Years

Uttar Pradesh Chief Minister Yogi Adityanath has sanctioned a significant increase in the financial authority of Public Works Department (PWD) officers. This marks the first revision in 30 years, enhancing their capacity to approve projects. The Chief Engineer can now sanction works up to Rs 10 crore, while the Superintending Engineer's limit is set at Rs 5 crore.

During an administrative review meeting, it was highlighted that PWD officers' financial powers had not been updated since 1995. Given that construction costs have quintupled between 1995 and 2025, these reforms aim to boost administrative efficiency and transparency in project execution.

Enhanced Financial Powers for Engineers

The Executive Engineer's financial authority has seen a substantial increase from Rs 40 lakh to Rs 2 crore. Assistant Engineers are now empowered to approve minor works and tenders. These changes are expected to streamline processes and improve project delivery within the department.

For civil works, financial powers have been increased by up to five times. However, for electrical and mechanical works, the increment is at least twofold. This differentiation ensures that all aspects of PWD operations are adequately addressed under the new guidelines.

Restructuring of Electrical and Mechanical Cadres

The Uttar Pradesh Engineer Service (PWD) (Higher) Rules, 1990, have undergone restructuring. A new post of Chief Engineer (Level-1) has been introduced in the Electrical and Mechanical cadre. Additionally, there is an increase in the number of Chief Engineer (Level-2) and Superintending Engineer positions.

The revised rules will also define promotion sources, processes, and pay scales according to the Seventh Pay Commission. Promotions to Chief Engineer (Level-1) will be based on seniority from Chief Engineer (Level-2), ensuring a merit-driven system.

Focus on Efficiency and Transparency

An official statement highlighted CM Adityanath's emphasis on the PWD's crucial role in state development. He stressed that timely service rules and a merit-based promotion system are vital for enhancing efficiency, technical quality, and service spirit within the department.

This comprehensive reform package aims to modernise the PWD's operational framework. By increasing financial powers and restructuring cadres, it seeks to foster a more efficient and transparent working environment conducive to state development goals.
