Will He Or Won't He? Uncertainty Over Rahul Gandhi's No Confidence Debate Speech

The Congress party's inability to decide whether Rahul Gandhi will speak in the Lok Sabha debate on the no-confidence motion against the Modi government is a sign of the party's weakness and disarray.

This ongoing confusion threatens to undermine the party's attempt to leverage the momentum gained following the Supreme Court's decision allowing Rahul Gandhi's re-entry into the House.

The second day of the no-confidence motion debate kicked off with a flurry of speculation surrounding Rahul Gandhi's address to the House. While some reports suggested he would speak, others cited his commitments in Rajasthan as a potential hindrance.

Attempting to provide clarity, Adhir Ranjan Chowdhury, Congress's leader in Lok Sabha, announced that Gandhi would address the House at noon. However, less than two hours later, Congress party contradicted this, asserting that Rahul Gandhi's speech would happen tomorrow.

These abrupt turnabouts are merely the latest in a series of back-and-forths that have plagued the Congress since the debate commenced. Such inconsistency highlights internal confusion and indecision within the party's leadership, weakening their strategy and potentially blunting their offensive.

Initial reports indicated that Rahul Gandhi, a prominent Congress leader, would initiate the no-confidence motion debate, backed by the Opposition bloc INDIA. Despite Gaurav Gogoi, Kaliabor MP and deputy leader of Congress in Lok Sabha, moving the motion, reports implied he would yield the floor to Rahul Gandhi for the initial discussion.

However, when the proceedings began yesterday, it was Gogoi who took the lead in the debate. The treasury benches seized the opportunity to jest, with Parliamentary Affairs Minister Pralhad Joshi commenting, "We have come to hear him (Gandhi) speak."

Gogoi retorted that what is discussed in the Speaker's chamber remains private. He posed the question of whether the BJP would appreciate it if he referenced Prime Minister Narendra Modi's remarks in the chamber. In response, the ruling party MPs, led by Home Minister Amit Shah, challenged him to do so. The chaos ensued until Gogoi eventually kicked off the debate.

According to reports, the decision to let Gogoi take the lead in the debate was influenced by two key factors.

Primarily, Gogoi hails from the Northeast region and his commencement of the debate concerning the no-confidence motion carries a symbolic weight, particularly with regard to the Manipur issue. Moreover, replacing him with Gandhi immediately after his return as an MP would expose the party to attacks from the BJP, which consistently capitalises on the 'dynasty card.'

The second rationale for not putting Gandhi in the forefront on the first day of the debate was the absence of Prime Minister Narendra Modi in the Lok Sabha. The Prime Minister is expected to address the House tomorrow.

Both the Congress and the Opposition are acutely aware of their numerical disadvantage in this no-confidence motion. The primary objective is to compel the Prime Minister to address the Manipur situation and to scrutinize the BJP's stance on the northeastern state. Consequently, the party is cautious not to provide any opening for the BJP to exploit to its advantage.

Amidst the uncertainty surrounding Mr. Gandhi's Lok Sabha appearance, the conflicting reports have added to the confusion. While some Congress sources indicated that he might speak today, other reports suggested that he is scheduled to attend a rally in Rajasthan's Banswara.
