According to a report by The Times of India on August 25, political gains are being targeted by the Bharatiya Janata Party (BJP) through the offer of a Unified Pension Scheme (UPS) to government employees.

The scheme, which includes a 50% salary as a pension along with inflation adjustment, is being positioned as a counter to the Congress party's promise of reinstating the unfunded Old Pension Scheme (OPS).

This move has been strategically timed ahead of key assembly elections in Haryana, Jammu and Kashmir, Maharashtra, and Jharkhand. The report, authored by Akhilesh Singh, noted that some government employees were recently swayed by Congress's OPS promise, especially in Himachal Pradesh.

Traditionally, government cadres have served as a solid vote bank for the BJP, particularly in Delhi, where elections are scheduled for February. However, the Congress party's use of the OPS issue in recent state elections has posed a challenge to the BJP, with notable effectiveness seen in Himachal Pradesh state where government employees hold considerable influence.

Despite this, it was reported that the BJP managed to secure victories in both Lok Sabha and assembly polls in Madhya Pradesh without significant impact from the OPS issue. During the Lok Sabha polls, some dissatisfaction among government employees was observed, though it was less pronounced than during state elections.

It has been suggested by observers that this discontent could play a role in upcoming election battles. The decision to implement the UPS was finalized after nearly 18 months and was announced ahead of the assembly elections. The BJP is using the UPS to counter Congress's narrative on the OPS by presenting it as a more sustainable alternative.

Congress had previously supported the OPS during assembly polls, but their stance reportedly softened after electoral losses in Rajasthan, Madhya Pradesh, and Chhattisgarh, with the OPS not being mentioned in their Lok Sabha poll manifesto. In explaining the Cabinet decision, Union Minister Ashwini Vaishnaw criticized the Congress party for failing to implement the OPS despite making it a significant campaign issue in Himachal Pradesh and Rajasthan, describing their promises as an "illusion."

He accused the Congress of being insensitive toward employees and pointed out that the party's promises in Himachal Pradesh and Rajasthan were not fulfilled. Vaishnaw characterized the UPS as a carefully considered scheme under the leadership of Prime Minister Narendra Modi, emphasizing its fully-funded nature and commitment to intergenerational equality.

He also rejected the notion that the scheme's launch was politically motivated. According to political analysts, the BJP's promotion of the UPS is intended to reassure government employees of a secure future while countering opposition strategies that have previously resonated with this important voter base.
