The death of 27-year-old software engineer Yuvraj Mehta in a waterlogged construction pit in Noida has triggered major administrative action by the Uttar Pradesh government. Chief Minister Yogi Adityanath removed Noida Authority CEO IAS Dr. Lokesh M from his post and placed him in waiting, while ordering a three-member Special Investigation Team to submit its report within five days. As public anger grows over alleged lapses in road safety and delayed rescue, attention has turned to the senior officer who headed the authority at the time of the incident.

The government action followed intense outrage over the circumstances in which Yuvraj Mehta lost his life. The young engineer died after his car plunged into a nearly 20-foot-deep, water-filled basement excavation near Sector 150, where basic safety measures were allegedly missing. The Chief Minister’s decision to remove Dr. Lokesh M from the CEO post is being seen as a signal of accountability at the top, even as questions remain about whether responsibility will extend further down the administrative chain.

Alongside the removal, the Yogi government constituted a Special Investigation Team under the ADG of the Meerut zone, directing it to complete the probe within five days. Junior engineer Naveen Kumar has already been dismissed, and show-cause notices have been issued to other officials linked to traffic and site management.

The incident occurred late on Friday night when Yuvraj Mehta was driving from Gurugram to his residence at Tata Eureka Park in Sector 150, Noida. Dense fog reduced visibility on the stretch, where a basement excavation for a building project had filled with rainwater. The car reportedly plunged into the pit, which had no barricades, reflectors or warning signage.

Police received information around 12:15 a.m., but the rescue concluded only on Saturday morning. Teams from the police, fire department, SDRF and NDRF were involved. An eyewitness, delivery agent Mohinder, alleged that the rescue response was delayed and said timely action might have saved the young man.

According to Mohinder, rescuers hesitated due to freezing water and exposed iron rods inside the pit. During this time, Yuvraj managed to call his father from inside the sinking vehicle and said, "Papa, Save Me". Help did not arrive in time. The post-mortem report later cited antemortem drowning followed by asphyxia and cardiac arrest as the cause of death.

Who is IAS Lokesh M: background, education and career

IAS Dr. Lokesh M was born on 4 April 1976 in Bengaluru. A 2005 batch officer of the Uttar Pradesh cadre, he entered the civil services after completing a Bachelor of Dental Surgery degree and working briefly as a dentist.

His administrative career began as Assistant Magistrate and Collector in Aligarh in 2006, followed by a posting as Joint Magistrate in Saharanpur in 2007. He became District Magistrate for the first time in Kaushambi in 2009, and later served as DM in Amroha, Ghazipur, Etah, Kushinagar and Mainpuri. In 2021, he was appointed Divisional Commissioner of Saharanpur, later holding the same position in Kanpur. From 2023, he served as Chief Executive Officer of the Noida Authority.

Within the authority, Dr. Lokesh M was known for a strict administrative style and emphasis on public grievance redressal. He had introduced measures such as installing CCTV cameras inside the office to monitor staff functioning. His removal therefore stands out, given his reputation for discipline and control.

Focus widens to other Noida Authority officials and system failures

The Yuvraj Mehta death case has also drawn scrutiny towards other senior officials whose departments intersect with construction safety and traffic management. These include Civil GM A.K. Arora, Civil AGM Vijay Rawal, Electrical and Maintenance GM R.P. Singh, and Traffic Cell GM S.P. Singh. Their roles involve construction oversight, maintenance and traffic coordination, all of which are directly linked to site safety and emergency response.

Family members of Yuvraj Mehta have accused developers MJ Wish Town Planners Limited and Lotus Green Construction of ignoring basic safety norms at the excavation site. Residents claim they had earlier flagged the danger to authorities, but no preventive action followed. An FIR has been registered based on the family’s complaint.

Barricades have since been installed around the pit, reinforcing allegations that safeguards were missing earlier. As the SIT begins its probe, many residents and observers are asking whether accountability will go beyond one senior officer’s removal.
