West Bengal Governor Rebukes State Over Missing Report for Anti-Rape Bill
West Bengal Governor C V Ananda Bose criticised the Mamata Banerjee administration for not sending the required technical report with a recently passed anti-rape Bill. This report is necessary for the governor to give assent to the Bill, an official stated. Bose expressed disappointment, noting that this has been a recurring issue with the state government.

The governor's office claimed that the state often fails to send technical reports with Bills and then blames the governor for delays. "This is not the first time that the government has withheld technical reports and blamed the Raj Bhavan for not clearing Bills," an official added. The governor also criticised the administration for not doing proper homework on important matters.
Governor's Criticism of State Government
Bose pointed out that the Aparajita Bill seems to be a copy of similar Bills passed by Andhra Pradesh, Maharashtra, and Arunachal Pradesh. He also mentioned that Banerjee's threat of a dharna was merely to mislead the people of West Bengal. According to him, Banerjee is aware that similar Bills are pending with the President of India.
The West Bengal Assembly passed the Aparajita Woman and Child Bill West Bengal Criminal Laws and Amendment Bill 2024 on September 3. This Bill seeks capital punishment for rape convicts if their actions result in the victim's death or leave her in a vegetative state. It also proposes life sentences without parole for other perpetrators.
Key Features of the Proposed Legislation
Other significant features of the proposed legislation include completing probes into rape cases within 21 days of the initial report, down from the previous two-month deadline. Additionally, a special task force led by women officers will handle investigations.
An official from Raj Bhavan stated, "As per the rule, it is mandatory for the state government to send the technical report before a decision is taken on giving assent to the Bill." The governor's criticism highlights ongoing issues between his office and the state administration regarding legislative processes.
The governor's remarks have brought attention to procedural lapses in handling important legislation. This ongoing conflict between Raj Bhavan and the state government underscores deeper issues in their working relationship.
