West Bengal and Centre Discuss Pending Funds, 100-Day Scheme Irregularities

Discussion on Fund Release and Irregularities

A senior official from the West Bengal government revealed that a team of officials from six state departments, including panchayat, urban development, education, and health, presented a comprehensive report during the meeting with their central government counterparts at the Prime Minister's Office (PMO). The discussions centered around the release of dues to the state for various central projects, including the 100-day work scheme.

Report to Chief Minister's Office

The official further stated that a report detailing the meeting with the central government would be submitted to the Chief Minister's Office (CMO) for review and necessary action. The meeting was described as positive, with the West Bengal government providing details of expenses incurred for different schemes.

Central Funds Dues

A senior officer from the state government highlighted that the total dues owed to Bengal by the Centre under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) amounted to Rs 6,911 crore. Out of this amount, Rs 3,732 crore was earmarked for wage payments to 100-day workers, while the remaining Rs 3,179 crore represented non-wage liabilities.

Utilization of Funds

During the meeting, the West Bengal government officials presented a detailed account of the utilization of funds received for various central schemes, including the Pradhan Mantri Awas Yojana (PMAY), MGNREGS, National Health Mission (NHM), and Pradhan Mantri Gram Sadak Yojana (PMGSY).

Previous Meeting and Tug-of-War

In December 2022, West Bengal Chief Minister Mamata Banerjee met with Prime Minister Narendra Modi in New Delhi to discuss the release of pending central funds to the state. Following the meeting, Banerjee had mentioned that the Prime Minister suggested a joint meeting between state and central officials to resolve the issues.

The Centre and the West Bengal government have been engaged in a prolonged dispute over the release of funds to the state. In October 2022, the Trinamool Congress (TMC), led by its general secretary Abhishek Banerjee, organized a protest in the national capital to demand the release of funds.

Allegations and Counterclaims

The Bharatiya Janata Party (BJP) has accused the TMC government of misappropriating central funds allocated for the Pradhan Mantri Aawas Yojana and MGNREGA. The TMC, in turn, has refuted these allegations and asserted that the funds have been utilized for the intended purposes.

The meeting between the West Bengal government representatives and the Centre reflects the ongoing efforts to address the release of pending central funds and tackle alleged irregularities in the 100-day work scheme. The submission of a detailed report and discussions on fund utilization aim to ensure transparency and accountability in the management of central funds allocated to the state.
