Uttarakhand leads the national ICJS 2.0 implementation with a score of 93.46, driven by mission-mode leadership, the 'One Data, One Entry' system, and tech upgrades like Nyaya Shruti and e-Forensics. The approach enhances data sharing, accelerates proceedings, and strengthens cyber and criminal justice infrastructure.

The success is largely attributed to the effective leadership and continuous monitoring by Chief Minister Pushkar Singh Dhami, who ensured mission-mode implementation of the newly introduced criminal laws-Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).

The Chief Minister regularly conducted review meetings with senior government officials and district-level field officers. This top-down monitoring system helped address technical challenges in a timely manner and enabled the police department to smoothly transition to the new legal framework.

"One Data, One Entry" system drives efficiency

A key factor behind Uttarakhand's success has been the "One Data, One Entry" mechanism under ICJS 2.0. The system enables seamless data sharing among Police (CCTNS), e-Courts, e-Prisons, e-Prosecution and e-Forensics platforms.

Once information is entered into the system, it becomes instantly accessible to all concerned departments, significantly reducing paperwork and speeding up the judicial process. To enhance transparency, videography of crime scenes and secure storage of digital evidence have been made mandatory through the "e-Sakshya" application.

Major highlights of the achievement

* Extensive training: More than 23,000 police personnel in Uttarakhand have received intensive training on the provisions of the new criminal laws. * Technological upgrades: Initiatives such as virtual court hearings through "Nyaya Shruti" and the deployment of forensic mobile vans have been prioritized to strengthen the justice system.

Confirming the ranking, Uttarakhand Police spokesperson and Inspector General of Police (Crime & Law and Order) Sunil Kumar Meena said the state has set a benchmark not only in developing technological infrastructure but also in ensuring real-time data entry and integration across departments.

Union Home Minister Amit Shah has also appreciated Uttarakhand's performance, particularly the efficient implementation of the "One Data, One Entry" system, during high-level review meetings. With its strong coordination and technology-driven approach, Uttarakhand has emerged as a model of smart policing for the country.
