Government Agencies' Recommendations

In light of these findings, government agencies have recommended that the state government impose a complete ban on new constructions in Joshimath until the end of monsoon season. They suggest allowing exceptions only for lightweight structures after conducting a thorough reassessment of ground conditions following monsoon.

Land Subsidence Issues in Joshimath

Since January 2, major cracks started appearing on numerous houses and civil structures located near Joshimath-Auli road due to land subsidence, leading to the displacement of 355 families. Local residents reported that they had noticed signs of land subsidence over several years, but it became increasingly severe between January 2 and January 8 this year.

The Post Disaster Needs Assessment

To evaluate the extent of damage and identify necessary assistance for long-term recovery and reconstruction efforts, a comprehensive Post Disaster Needs Assessment was conducted from April 22 to April 25. A team comprising professionals from various organizations including National Disaster Management Authority (NDMA), United Nations (UN) agencies, Central Building Research Institute (CBRI), National Institute Of Disaster Management (NIDM), and other agencies took part in this assessment.

The report emphasized that despite the presence of building regulations, their enforcement was not adequately stringent. The lack of a building permit system allowed for constructions to take place without appropriate checks and balances, leading to structures with poor resilience against subsidence.
