The proposed Shamli-Gorakhpur Expressway alignment in Bahraich, Uttar Pradesh, will impact 25 villages, with verification of 1,323 land plots underway and restrictions placed on construction and transactions pending final notification.

With the first notification already issued, officials have started verifying affected land plots, while restrictions have also been imposed on new construction, land-use changes and property transactions in the identified areas until further orders.

25 villages in Mahsi tehsil fall under proposed expressway route

The National Highways Authority of India (NHAI) Project Implementation Unit, Bahraich, has proposed routing the Shamli-Gorakhpur Expressway (Phase 2) through 25 villages in Mahsi tehsil of Bahraich district. The move follows the first notification issued by the Ministry of Road Transport and Highways, Government of India.

According to the proposed notification, the expressway will pass through a 30.080-km stretch between kilometre 480.150 and kilometre 510.230 in Mahsi tehsil. The villages identified for the proposed alignment include Pachdewari, Agraura Dubaha, Kotiya, Pure Basti Gadariya, Pure Dildar Singh, Mahsi, Belhaura, Chandpayiya, Jot Chandpara, Masadiha, Bahorik Pur, Kapoorpur, Udavapur Balasray, Khasaha Mohammadpur, Bhakla Gopalpur, Lakkha Baundi, Narhar Goda, Behta Bhaya, Jabdi, Mogalha, Jadopur, Gajpati Pur, Chandpara and Tedwa Basantpur, among others.

1,323 affected land plots sent for scrutiny by district administration

After the initial departmental survey, the NHAI Project Implementation Unit in Bahraich forwarded the list of affected land plots to the district administration for further examination. Acting on this, the District Magistrate's office sent letters to the Sub-Divisional Magistrate (SDM) Mahsi and the Sub-Registrar Mahsi to verify the impacted plots in all 25 villages.

Officials said a total of 1,323 land plots have been identified in the current stage of the project. Revenue teams and concerned departments have now begun checking land records and plot-level details before the project moves towards its next official stage.

Construction, land-use changes and sale deeds put on hold

With the first notification already in place, authorities have also imposed temporary restrictions across the affected areas to prevent changes in the status of land falling within the proposed expressway corridor. The District Magistrate's office, in continuation of directions linked to the NHAI process, has ordered that no fresh construction, no changes in land use in revenue records, and no transactions related to the identified plots be allowed until further orders.

The restrictions also cover applications under Section 80, along with sale and purchase of land in the affected villages. The move is aimed at ensuring that the verification and acquisition process remains undisturbed while the final route details are still under review.

Final notification to be issued after verification, route may still change

Authorities have clarified that the current list and affected plots are part of the preliminary process and that the final notification will be issued only after the verification exercise is completed and confirmed. Officials also said that changes in the current alignment or affected land parcels are still possible before the final declaration is made.

Bahraich Land Acquisition Officer Shiv Mangal Mishra said, "After the first survey for the Shamli-Gorakhpur Expressway, the Ministry of Road Transport and Highways, Government of India, New Delhi, sent the schedule of 25 villages to the SDM Mahsi and the Sub-Registrar for verification. A total of 1,323 land plots are affected. Revenue and departmental teams will verify the details. Only after that will the final notification be issued. Changes are still possible at this stage."

For residents of the 25 villages in Mahsi tehsil, the project has now entered a crucial early phase, with the verification of affected plots expected to determine the final scope of land acquisition for one of Uttar Pradesh's key proposed expressway corridors.
