UP police make bizarre statement, hold mobiles, indecent clothes responsible for rise in rape cases

The UP police have given this bizarre and irresponsible statement in a RTI reply.
In an application, RTI activist Lokesh Khurana had sought information on number of rapes in each district of the State, measures taken by the administration to curb the menace, number of arrests made and the reasons behind the spurt, said a Times of India report.
Khurana had sent the RTI query to DGP office which forwarded the same to the police chiefs of all 75 districts.
In the RTI replies, most of the State police stations have termed rape as a social problem and a result of changing social norms, said the report.
In their replies, the Nangal Khangar police station in Firozabad, Bhartsana police station in Etawah and Kotwali Hapur said that "outrageous" dressing by girls attracts men towards them. The Pakbara police station in Moradabad put the onus of spurt in rape cases on vulgar advertising.
What is most glaring is the fact almost all police stations have blamed the mobile phones for increase in number of rapes. Some of them are of view that too much interaction between the boys and girls have resulted in increasing number of rape cases.
So far, Khurana has received information from police stations in 62 districts out of 75.
