Palestine's Saint Hilarion Monastery Earns UNESCO Tag Amid Gaza Conflict
On Friday, the ancient Saint Hilarion Monastery/Tell Umm Amer in Palestine was added to the UNESCO World Heritage List and simultaneously placed on the List of World Heritage in Danger. This decision was made during the 46th session of the World Heritage Committee (WHC) in Delhi, marking India's first time hosting this significant UNESCO event.

The monastery, one of the oldest sites in the Middle East, was founded by Saint Hilarion and served as the first monastic community in the Holy Land. Located at a strategic crossroads between Asia and Africa, it played a crucial role in religious, cultural, and economic exchanges during the Byzantine period.
Emergency Nomination Amid Conflict
The nomination for Saint Hilarion Monastery/Tell Umm Amer was an emergency one due to ongoing threats from the conflict in Gaza. The World Heritage Committee used an emergency inscription procedure provided for in the World Heritage Convention to address these threats. This inclusion aims to protect the site from further damage.
Israel has been conducting a large-scale military offensive in Gaza following attacks by Hamas militants on October 7. In November, India urged both sides to de-escalate and resume peace negotiations towards a two-state solution. The recent inscription has raised hopes for better protection of such heritage sites amid conflict.
International Support and Assistance
The UNESCO stated that this decision acknowledges both the site's value and the urgent need for its protection. The inclusion on the List of World Heritage in Danger opens up enhanced international technical and financial assistance mechanisms to safeguard and rehabilitate the property if necessary.
Mounir Anastas, Ambassador and Permanent Delegate of Palestine to UNESCO, expressed gratitude for this dual inscription. "I am honoured to have this inscription taking place in the greatest democracy in the world. Thank you, India," he said during the session. He also thanked ICOMOS and UNESCO's Secretariat for their support.
Historical Significance
The ruins of Saint Hilarion Monastery/Tell Umm Amer are situated on coastal dunes in Nuseirat Municipality. Dating back to the 4th century, it began with solitary hermits before evolving into a coenobitic community. This site laid the foundation for monastic practices in the region.
In December 2023, UNESCO's Intergovernmental Committee for the Protection of Cultural Property granted provisional enhanced protection to the monastery under the 1954 Hague Convention and its Second Protocol. This decision underscores the shared responsibility of protecting cultural heritage, especially in conflict zones.
Global Reactions
Various state parties from Lebanon, Turkiye, and Kazakhstan welcomed UNESCO's decision. They emphasized the importance of preserving cultural heritage during armed conflicts. The Paris-based International Council on Monuments and Sites (ICOMOS) also made a presentation on this site.
Anastas highlighted that this decision sends a message of hope to Gaza's population. "This is the most important point of this inscription," he said. He also noted that it signifies UNESCO's commitment to protecting cultural heritage worldwide, particularly in conflict-affected regions.
The nomination dossier for Saint Hilarion Monastery/Tell Umm Amer was submitted in June 2024, followed by a desk review. The site's strategic location facilitated its role as a hub of religious, cultural, and economic interchange during its peak.
