Transforming Dharavi: How The Fadnavis-Shinde Government Is Rebuilding Mumbai’s Heart
There was a time when the name Dharavi would paint a concerning picture. Today there is hope, there are aspirations.
Dharavi Redevelopment Project (DRP) is poised to be one of the most transformative urban renewal projects in India. It promises to reshape one of the world's largest slum areas.

Nestled in Mumbai and spanning 590 acres, Dharavi has long been an economic engine for the city, despite its congested informal housing, outdated infrastructure, and lack of basic sanitation. Now, under the strong leadership of Maharashtra's Chief Minister Eknath Shinde and Deputy Chief Minister Devendra Fadnavis, this vision is finally taking shape after years of delays.
A History of Delays and Political Hurdles
The idea of redeveloping Dharavi first emerged in 2004, aiming to bring basic amenities, housing, and infrastructure to residents. Over the years, however, the project encountered countless roadblocks - from political shifts to financing issues and land ownership complications. Although successive administrations showed intent, lack of decisive action and agreement on funding stymied any progress. Under the Uddhav Thackeray government, the project once again hit a roadblock, even after Dubai-based Seclink Technologies Corporation was selected as the primary developer. The project stalled due to administrative indecision, resulting in the eventual cancellation of Seclink's contract.
With the Mahayuti coalition coming to power, however, the DRP received renewed focus. Determined to remove bottlenecks and avoid past missteps, Fadnavis and Shinde restructured the bidding process, ultimately awarding the project to the Adani Group, which offered a competitive bid to develop Dharavi at an estimated Rs 5,069 crore in its first phase. This re-bidding process set stricter criteria for financial robustness and technical expertise to ensure that this round of the project would be immune to past setbacks.
The Fadnavis-Shinde Push for Swift Redevelopment
Since taking office, the Fadnavis-Shinde administration has worked diligently to finalize land acquisitions and establish an effective project management framework. A significant step was the formation of the Special Purpose Vehicle (SPV) called Dharavi Redevelopment Project Pvt Ltd, which includes representatives from both the Maharashtra government and the Adani Group. This partnership facilitates focused planning and execution, bringing in renowned architects and consultants to create a comprehensive master plan for Dharavi.
The master plan includes critical infrastructure like hospitals, schools and public spaces, which have been scarce in Dharavi. The first phase kicked off with a unique identification system for residents through laser surveys (Lidar), ensuring transparency in eligibility determination for housing. By securing 47 acres of railway land, the government also made provisions for transit camps, thus circumventing the need for temporary rehabilitation.
Mumbai's Future: Economic and Social Benefits
The DRP is expected to have a profound impact on Mumbai. Beyond providing safer, more spacious housing, the project is set to uplift Dharavi's economy by preserving space for its myriad small businesses and informal industries. New commercial zones, community centers, and skill development facilities will offer residents economic growth opportunities while also contributing to Mumbai's overall urban renewal.
While opposition parties in Maharashtra have criticised the project, citing environmental and social integration concerns, the government has countered these claims by emphasising the project's regulated Transferable Development Rights (TDR) and the online tracking of TDR sales to maintain financial transparency.
