Telegram's Privacy Shield

"If Telegram receives a court order that confirms you're a terror suspect, we may disclose your IP address and phone number to the relevant authorities. So far, this has never happened," Neff told Frontline in 2024.
Pavel Durov reaffirmed this stance in a 2024 Fox News interview, stating that Telegram ignores government data requests that conflict with its "values of freedom of speech and protecting people's private correspondence." He also admitted the company refused to assist the US congressional probe into the January 6 Capitol riots.
A Telegram spokesperson added, "Police, governments and users are able to report content to Telegram they believe is illegal. Telegram processes these reports according to its terms of service," emphasizing that the app stores "very limited data" on users and is often "unable to access" that data for authorities.

The Delhi blast has reignited the debate on encrypted platforms and their accountability. With Telegram's privacy shield offering protection even to those exploiting it for violence, investigators are now faced with the daunting task of dismantling terror networks that operate in the shadows of digital encryption.
