The government has asked states to consider fitting old passenger coaches with electricity and sewerage connections, and installing them in areas of cities where shelters are needed.

Telangana Mission for Elimination of Poverty in Municipal Areas (TMEMPA) has directed 16 urban local bodies (ULBs), in whose areas 21 new shelters, six of them in Greater Hyderabad, are proposed to be set up during 2017-18, to submit their requirement.
The central government has proposed use of old railway passenger coaches as shelters for the homeless till full-fledged new shelters are constructed in cities and towns.

An official from the state's Urban Development Ministry stated that it is looking to acquire up to ten old coaches from the railways. "We have asked officials to look into the logistics of converting five to 10 coaches into shelters," he was quoted saying in the NDTV report.

The official further added that while the coaches will be a temporary solution for the problem, the government is also looking to bring a permanent solution and is searching for solutions.
