Srinagar District Magistrate Denies National Conference Permission for July 13 Martyrs' Homage
The Srinagar district magistrate has turned down the National Conference's request to honour 22 individuals who were killed by the forces of Dogra king Hari Singh on July 13, 1931. The party had sought permission for NC president Farooq Abdullah and other senior members to visit the martyrs' graveyard at Naqshband Sahib near Nowhatta.

The Srinagar Police issued a public advisory on X, stating that all requests to proceed towards Khawaja Bazar, Nowhatta on July 13, 2025, have been denied. The police advised the public to adhere to these instructions and warned that any breach would result in strict legal action under relevant laws.
Political Reactions and Public Sentiment
NC chief spokesperson Tanvir Sadiq expressed disappointment over the denial of permission. He stated on X that July 13 is a significant date, symbolising sacrifices made for dignity, justice, and rights. Sadiq emphasised that Kashmiris will continue to honour their martyrs with dignity and resolve.
July 13 was previously a public holiday in Jammu and Kashmir until the region was reorganised into two Union territories in August 2019. The administration removed this day from the list of gazetted holidays in 2020. Traditionally, political leaders would visit the martyrs' graveyard to pay respects to those who died protesting against Maharaja's rule.
Controversy Over Legislative Decisions
Last year, several leaders were placed under house arrest to prevent them from visiting the graveyard. Meanwhile, J&K Legislative Assembly Speaker Abdul Rahim Rather addressed opposition PDP chief Mehbooba Mufti's claim that her party's resolution for a holiday declaration on July 13 was not allowed in the House. Rather described Mufti's statement as misleading and not factual.
Mufti had expressed her disappointment on Thursday over the speaker's outright rejection of the resolution, calling it unexpected. The ongoing debate highlights the political tensions surrounding this historical date in Jammu and Kashmir.
The situation underscores the complexities involved in commemorating historical events in regions with contentious pasts. As authorities enforce legal measures, political parties continue to voice their perspectives, reflecting diverse views within the community.
