Himachal Pradesh Deputy CM Mukesh Agnihotri Calls for Special Water Policy for Hill States

Deputy Chief Minister of Himachal Pradesh, Mukesh Agnihotri, has highlighted the urgent need for a dedicated water policy for hill states. He emphasised exploring new methods to conserve dwindling water resources. Speaking at the All India Conference of State Water Ministers in Udaipur, Agnihotri discussed the importance of innovation-based solutions to tackle climate change and enhance sustainable water management.

Deputy CM Advocates Water Policy for Hill States

Agnihotri pointed out that scientific studies indicate a continuous decline in water levels due to untimely rains and reduced snowfall. He noted that the rapid melting and retreating of Himalayan glaciers are increasing uncertainty in river flows and water discharge, worsening the water crisis. This situation is adversely affecting drinking water, irrigation, and hydropower generation.

Water Conservation Efforts in Himachal Pradesh

Agnihotri stressed the importance of rainwater harvesting and recharging water sources. He advocated for a long-term scientific approach to water security, urging the development of a special policy for hill states. He suggested rethinking strategies by incorporating modern technologies and innovations while preserving traditional water sources.

He highlighted that 65% of Himachal Pradesh is forested land under Central Government jurisdiction, limiting development project space. Despite this, Himachal has significantly contributed to water conservation and environmental protection through forest conservation efforts. Agnihotri called for compensation from the Centre through a special package.

Funding and Policy Support for Water Security

The Deputy CM requested Rs 2,000 crore to complete around 1,000 unfinished drinking water supply schemes under the Jal Jeevan Mission. He also sought a special funding window for mountain states to build anti-freeze water supply systems. Additionally, he demanded Rs 1,269.29 crore for implementing a comprehensive project on snow and water conservation and groundwater recharge prepared by Himachal.

Reaffirming Himachal's commitment to India@2047 - A Water Secure Nation, Agnihotri stressed the need for more liberal funding and flexible policy support from the Central Government to ensure long-term sustainability.
