Sai Krishna Custodial Death: How One Case Sparked A Political Battle Over Kapu Votes In Andhra Pradesh

The alleged custodial death of Sai Krishna has grown far beyond a criminal investigation. What began as allegations of police torture has now turned into one of Andhra Pradesh's biggest political controversies, drawing in the state government, opposition parties, the National Human Rights Commission (NHRC), and the Andhra Pradesh High Court.

The case has also opened a fresh political debate over the Kapu community, with the YSR Congress Party (YSRCP) accusing Deputy Chief Minister Pawan Kalyan and the Jana Sena Party of failing to protect the interests of the community that largely backed them in the 2024 Assembly elections.

How the Custodial Death Case Unfolded

According to investigators, Sai Krishna, a history-sheeter, was brought from Prakasam district to Vijayawada in the first week of May for questioning.

The Special Investigation Team (SIT) later alleged that Krishnalanka Circle Inspector Nagaraju brutally assaulted Sai Krishna during interrogation at a private hotel. The alleged assault reportedly caused severe injuries and kidney failure.

Investigators claim Sai Krishna was denied proper medical treatment and was instead treated by a local practitioner before his condition worsened.

Police are also accused of abandoning his body at a bus stand and later cremating it as an unidentified body.

Sai Krishna's parents repeatedly approached the police, alleging that their son had been murdered, but they claimed their complaints were ignored.

SIT Probe Leads to Arrest

The issue gained statewide attention after the YSRCP raised it publicly in mid-June.
Former Chief Minister Y.S. Jagan Mohan Reddy met Sai Krishna's family, while Chief Minister N. Chandrababu Naidu later interacted with the victim's parents and assured them of justice.

Following public outrage, the government constituted a Special Investigation Team.
The SIT has reportedly concluded in its chargesheet that CI Nagaraju was responsible for Sai Krishna's death. The officer has since been arrested.

Meanwhile, the National Human Rights Commission has sought detailed reports from the Andhra Pradesh Director General of Police and the Vijayawada Police Commissioner.
The Andhra Pradesh High Court is also scheduled to hear a Habeas Corpus petition related to Sai Krishna's disappearance, along with a separate plea seeking a CBI investigation.

Why the Case Has Taken a Political Turn

The custodial death has quickly become a political issue because Sai Krishna belonged to the Kapu community.

The YSRCP has accused Jana Sena chief and Deputy Chief Minister Pawan Kalyan of remaining silent despite enjoying overwhelming support from Kapu voters.

The opposition argues that Pawan Kalyan entered power largely because the Kapu community rallied behind Jana Sena during the 2024 elections and therefore expected stronger representation on issues affecting the community.

Jana Sena has rejected these allegations, describing them as politically motivated.

Understanding the Importance of Kapu Politics

The Kapu community is one of Andhra Pradesh's largest and most influential social groups.
According to official figures, Kapus and related communities such as Balijas, Telagas and Ontaris account for around 15.2 per cent of the state's population.

The community has a particularly strong presence in East and West Godavari districts, where elections are often influenced by caste equations.

Over the years, Kapus have attempted to build their own political identity.

In 2008, actor Chiranjeevi launched the Praja Rajyam Party to consolidate Kapu votes. Although the party secured a sizeable vote share, it failed to emerge as a major political force and later merged with the Congress.

His younger brother, Pawan Kalyan, launched the Jana Sena Party in 2014.
While Jana Sena struggled in the 2019 elections, the party achieved a remarkable breakthrough in 2024 after joining hands with the Telugu Desam Party (TDP) and the Bharatiya Janata Party (BJP), winning all 21 Assembly seats and both Lok Sabha seats it contested.

Growing Discontent Within Sections of the Community

Political observers say many Kapu voters expected Jana Sena's success to translate into greater representation for the community.

However, some Kapu leaders now claim that Pawan Kalyan has not fully met those expectations.

His decision to recommend businessman Lingamaneni Ramesh for the Rajya Sabha reportedly disappointed sections of Kapu leaders, who expected greater representation from within their own community.

Some community organisations have also alleged that Jana Sena leaders are not easily accessible and that the party continues to play a secondary role within the ruling alliance.

Pawan Kalyan Rejects Caste-Based Politics

Pawan Kalyan has repeatedly dismissed attempts to portray him solely as a Kapu leader.
He has argued that political leaders should represent every section of society rather than a single caste.

Questioning the criticism directed at him, Pawan asked why other major political leaders are not similarly expected to act only for members of their own communities.
He has maintained that Jana Sena's politics is centred on public welfare rather than caste identity.

Responding to criticism following Sai Krishna's death, Pawan also questioned why a criminal case involving a history-sheeter should be viewed primarily through the lens of caste.

YSRCP Attempts to Consolidate Kapu Support

The YSRCP has intensified its outreach to Kapu leaders in recent weeks.
Senior party leaders recently held a meeting in Kakinada to discuss political strategy and accused Jana Sena of abandoning promises made to the community.

The opposition has raised issues such as Kapu reservations, welfare schemes and funding for the Kapu Corporation while questioning Pawan Kalyan's silence over Sai Krishna's custodial death.

Jana Sena ministers have countered these allegations by pointing to decisions taken during the previous YSRCP government, including the withdrawal of 5 per cent Economically Weaker Section (EWS) reservation benefits for Kapus and delays in community welfare programmes.

A Criminal Case With Political Consequences

While the criminal investigation continues, the political impact of Sai Krishna's custodial death is becoming increasingly significant.

For the YSRCP, the issue offers an opportunity to challenge Jana Sena's hold over Kapu voters.

For Jana Sena, the challenge is to balance its broader political identity while retaining the confidence of the community that played a key role in its electoral success.
As the NHRC inquiry, SIT investigation and High Court proceedings move forward, the legal outcome of the custodial death case could have lasting political consequences in Andhra Pradesh, especially as parties begin preparing for future electoral battles.
