Relocating To Canada? Tips To Keep In Mind As Country Tightens Immigration Rules
Canada has been tightening its immigration controls, with a major increase in the number of foreigners being turned away at its borders.
From January to July 2024, an average of nearly 3,700 foreigners were denied entry each month by the Canada Border Services Agency (CBSA), marking a 20% year-over-year rise.

July alone saw a record 5,853 refusals, the highest since January 2019. This included students, workers, and tourists, some with valid visas, highlighting stricter scrutiny by border officials.
Concurrently, Canada's immigration department is approving fewer visas. Throughout early 2024, visa refusal rates surpassed approvals, with June seeing the highest refusals since the Covid-19 pandemic.
Approved study and work permits have also decreased compared to the peaks of 2022 and 2023.
Despite the rise in refusals, Canada remains a preferred destination for immigrants. In July 2024, the country welcomed 468,817 immigrants, with the largest groups coming from India, China, and the Philippines.
The CBSA enforces strict entry guidelines, and travelers must convince immigration officers of their intent to stay temporarily and return after their permitted duration.
Those denied entry or visa applicants can request a review or appeal under certain conditions. However, reapplying with the same information will not alter a previous refusal.
Additionally, the Immigration, Refugees, and Citizenship Canada (IRCC) ended a temporary policy, effective August 28, 2024, which allowed visitors to apply for work permits from within Canada, introduced in response to the pandemic.
Applications submitted before that date will still be processed.
