Railway Staff Receive ₹2,028.57 Crore Bonus; Unions Press For Pay Scale Revisions

In a significant move, the Cabinet led by Prime Minister Narendra Modi has sanctioned performance-linked bonus for over 11.72 lakh Railway employees. This bonus equals 78 days' wages and totals ₹2,028.57 crore. Announced by Union Minister Ashwini Vaishnaw, this decision aims to financially uplift a broad spectrum of railway staff. This includes those in roles such as track maintainers, loco pilots, station masters, supervisors, and technicians. This initiative stands as a gesture of recognition for their continual efforts to enhance the railways' performance.

The bonus is an annual gesture aimed at encouraging non-gazetted Railway staff to strive for better performance. It benefits a wide range of employees, from track maintainers and loco pilots to train managers, station masters, and various technical and ministerial roles. The maximum bonus an individual worker can receive is pegged at ₹17,951. Traditionally disbursed before the Durga Puja and Dussehra festivals, this bonus is a testament to the government's appreciation of the railway employees' hard work and dedication.

However, the bonus announcement has not been without controversy. Prior to the declaration, several Railway unions expressed their discontent, particularly regarding the basis of the bonus calculation. They argue that the current calculation does not align with the Seventh Pay Commission's recommendations but rather adheres to the outdated Sixth Pay Commission. "We receive a productivity-linked bonus every year based on the minimum salary under the Sixth Pay Commission, which is unjust," stated Sarvjeet Singh, National General Secretary of the Indian Railway Employees Federation (IREF).

Union leaders highlighted the discrepancy in bonus calculations, pointing out that the bonus should reflect the current pay scales. For instance, while the bonus amount stands at ₹17,951, it is calculated on an obsolete pay scale of ₹7,000. Following the Seventh Pay Commission, the minimum salary was revised to ₹18,000. "The bonus amount should be ₹46,159, in line with the new pay scale," asserted Alok Chandra Prakash, General Secretary of the Indian Railway Signal & Telecommunication Maintainers Union (IRSTMU).

The disapproval from the unions stemmed from the increased demands on railway employees, especially noticeable during the Covid-19 pandemic, when railways continued operations amidst widespread lockdowns. Their grievances were formally communicated to Railway Minister Ashwini Vaishnaw two weeks before the bonus announcement, seeking a revision in the bonus structure. Yet, at the time of the announcement, they had received no response, prompting a social media campaign to bring attention to their demands.

Satish Yadav, General Secretary of the All India Railway Track Maintainers Union (AIRTU), emphasized the challenging nature of railway work. He advocated for the government to heed the frontline workers' demands, suggesting that acknowledging their efforts would serve as a significant motivational boost.

The decision to disburse a performance-linked bonus to Railway employees underscores the government's recognition of their crucial role in maintaining and enhancing railway services. However, the unions' call for a revised bonus calculation reflects a broader conversation about fair compensation, especially in light of the adjustments made by the Seventh Pay Commission.
