Rafale Deal: Congress demands answers from Narendra Modi to these questions

In a statement released by the Congress on February 9, by Party Spokesperson Randeep Surjewala, and leaders Rajeev Gowda and Pramod Tewari have once again taken on the ruling Government over the Rafael deal and asked the following questions to the Prime Minister.

The Congress claimed that the Modi Government 'stumbles' and 'fumbles' before the Rafael Deal as it 'sacrifices National interest and refuses to answer on loss to public exchequer.'

Read the Questions framed by the Congress for the Modi Government and demanded answers for:

Q.1 What is the price per aircraft of the 36 Rafale Aircrafts being purchased by Modi Government? Did the Defence Minister, Smt. Nirmala Sitharaman not agree to share the price of Rafale Aircrafts in a press conference in Raksha Bhawan on November 17, 2017? Why are Prime Minister, Defence Minister and Finance Minister hiding the 'purchase price'?

Q.2 On February 5, 2018; Defence Minister refuses to disclose the price of Rafale Aircrafts on the ground of 'secrecy agreement' that presumably came to end on January 24, 2018. On February 8, 2018; Finance Minister refuses to disclose the price on the ground of 'National security'. Isn't a full disclosure of price of Rafale Aircrafts in 'National interest'? Why are the two Ministers of the Government speaking in two different voices? Who are they trying to shield? Why is the 'price' of Aircrafts shrouded in 'secrecy' and 'cover-up'?

Q.3 Is it correct that per aircraft price of Rafale as per International bid opened on December 12, 2012, comes to US$ 80.95 million (Rs.526.1 crore) as against Modi Government's per aircraft negotiated price of US$ 241.66 Million (Rs.1570.8 crore) as per current exchange rates? Has another country - Qatar purchased 12 Rafale Fighter Jets in November 2017 for US$ 108.33 million per aircraft (Rs.694.80 crore) as per current exchange rates? If this is correct, why has Modi Government paid such astronomically higher price for Rafale Aircrafts?

Q.4 Rafale and Eurofighter Typhoon, both aircrafts were found equal on all technical requirements by Indian Air Force. Is it not correct that on July 4, 2014; Eurofighter Typhoon gave a written offer to the then Finance Minister, Shri Arun Jaitley offering to reduce prices by 20%? Why did PM Modi and Defence Minister then not ask both the companies to submit fresh bids through 'inter-governmental agreement route' so as to get the lowest price in favour of India's public exchequer?

Q.5 Why was no prior permission of 'Cabinet Committee on Security' taken by PM Modi? Why was Defence Procurement Procedure' violated with impunity? Why are Prime Minister, Defence Minister and Finance Minister completely silent on this issue?

Q.6 Why was the Government PSU - HAL superseded a 30,000 crore 'offset contract' in favour of a private company despite the fact that HAL had already signed a 'work share agreement' on March 13, 2014 with Dassault Aviation?
