Punjab Cabinet Clears Major Decisions: Free NEET Travel, 1,013 Lecturer Posts, Industrial Policy Boost

The Punjab Cabinet, led by Chief Minister Bhagwant Singh Mann, convened on Wednesday to approve a comprehensive series of strategic decisions designed to provide immediate relief to students, generate sustainable employment for the youth, strengthen public infrastructure, and foster a more favorable climate for industrial and economic growth. The legislative and administrative actions discussed during the meeting, chaired by the Chief Minister, represent the state government's ongoing effort to improve the ease of doing business while simultaneously prioritizing social and educational welfare.

The wide-ranging decisions span multiple essential sectors. Key approvals include the provision of free bus travel for candidates appearing in the reconducted NEET examination, a significant recruitment drive for the Education and Public Works departments, the development of advanced renewable energy infrastructure, and crucial amendments to established industrial and civil service policies to streamline bureaucratic processes.

In an official statement regarding the meeting’s outcomes, the Chief Minister’s Office emphasized the breadth of the government's agenda, stating, "The Cabinet has approved a number of important decisions relating to student welfare, education, employment generation, infrastructure development, renewable energy, administrative reforms, and industrial growth, reaffirming the Punjab Government's commitment to public welfare and economic progress."

Support for NEET Candidates

Recognizing the academic and financial challenges faced by students, the Cabinet has introduced a major relief package for those appearing in the NEET-UG re-examination. Following the cancellation of the original examination scheduled for May 3, 2026, the exam has been rescheduled for June 21, 2026. To minimize the burden of travel, the Cabinet has sanctioned free transportation for all candidates and one accompanying attendant for their journey to and from examination centres located within Punjab and Chandigarh.

This initiative allows students to utilize Punjab Roadways, PUNBUS, and PRTC buses free of cost on June 20, 21, and 22. To facilitate this, candidates are simply required to present their admit cards, removing the need for pre-payment or fare collection. The financial responsibility for this service will be managed by the Transport Department, with subsequent reimbursement provided by the Finance Department. This proactive measure underlines the government's commitment to ensuring that logistical accessibility does not become a hurdle for students pursuing their educational goals.

Strengthening Education and Employment

In a move designed to address staffing shortages and enhance educational standards, the Cabinet approved the recruitment of 1,013 sanctioned, vacant posts within the Lecturer Cadre (Group-B), encompassing both backlog vacancies and newly created positions. The recruitment process will be overseen by the Education Recruitment Directorate. Providing further support to job seekers, the Cabinet also granted a one-time, five-year relaxation on the upper age limit for candidates applying for these lecturer positions. This policy is intended to provide a greater number of qualified professionals with the opportunity to join the government school system, thereby bolstering the quality of education across the state.

Expanding the focus on workforce development, the Cabinet also approved the recruitment of 156 Junior Engineers (JE) for the Public Works Department. This hiring initiative includes 127 posts for Junior Engineers (Civil) and 29 posts for Junior Engineers (Electrical). By ensuring these critical engineering roles are filled, the department aims to improve its operational efficiency, with a stronger focus on careful planning, rigorous supervision, and the quality execution of civil and electrical infrastructure projects. The recruitment will be conducted directly through the Punjab Subordinate Services Selection Board (PSSSB).

Advancing Sustainable Energy and Waste Management

The Cabinet has taken a definitive step toward environmental sustainability by approving the establishment of Wet Waste-Based Compressed Biogas (CBG) projects in Patiala and Jalandhar. Each project is designed with a capacity of 100 tonnes per day (TPD) and has been awarded to HPCL Renewable and Green Energy Limited (HPRGE) on a nomination basis.

Punjab currently produces nearly 4,000 tonnes of municipal solid waste daily across its 166 Urban Local Bodies. By scaling up the scientific processing of wet waste, these facilities will serve a dual purpose: significantly reducing the burden on overflowing landfills and contributing to a circular economy. The expected outcomes of this initiative include improved urban sanitation, enhanced public health, the production of renewable energy and organic manure, and a measurable reduction in harmful methane emissions.

Administrative and Industrial Reforms

Furthermore, the Cabinet addressed internal administrative hurdles by amending Rule 8 of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994. This specific amendment aims to resolve seniority disputes that arise when candidates possess identical merit scores and the same date of birth. Under the new ruling, inter se seniority in such cases will be determined based on merit, specifically taking into account the final grading or percentage obtained in the minimum educational qualification required for the respective post, ensuring a more transparent and standardized selection process.

Lastly, the Cabinet sanctioned key amendments to the Industrial & Business Development Policy, 2026, and various sectoral policies under the Punjab Udyog Kranti roadmap. These amendments are designed to create a more attractive investment climate. Key changes include extending fiscal incentives to existing industrial units, rather than limiting them solely to existing MSMEs. Additionally, the revised policy bolsters support for industrial clusters, research and development facilities, and the adoption of environment-friendly, sustainable technologies.

The revised policy also introduces a one-time incentive of ₹10 lakh for the first 50 eligible industrial units that achieve a minimum Gold Level ZED Certification or higher, while provisions related to incentive caps in sectoral policies are now categorized as indicative and non-statutory to provide greater flexibility. These structural reforms are expected to attract more investment, stabilize industrial growth, and further cement Punjab's reputation as a prime destination for economic expansion.
