PM Modi Heads To Jharkhand for Campaign Trail After Shah’s Manifesto Release
Prime Minister Narendra Modi is set to visit Jharkhand for campaign rallies in Chaibasa and Garhwa, following the BJP's manifesto release for the state by Union Home Minister Amit Shah. The manifesto highlights include promises to end illegal mining and infiltration, besides focusing on tribal welfare and exempting tribals from the Uniform Civil Code. Shah's announcement, made just a day before Modi's scheduled visits, underscores the BJP's strategy to woo tribal voters ahead of the assembly elections, set for November 13 and November 20, with vote counting on November 23.

During the manifesto release, Shah underscored the BJP's commitment to halt illegal Bangladeshi infiltration into Jharkhand. This move aims to safeguard tribal rights by ensuring a stringent law to reclaim tribal lands from infiltrators. Furthermore, Shah reassured that tribal communities would not be subject to the Uniform Civil Code (UCC), indicating a targeted approach to address tribal concerns. Additionally, the BJP plans to enforce the Panchayat Extension to Scheduled Areas Act (PESA), enhancing tribal self-governance through the empowerment of gram sabhas and panchayats within Schedule V areas. This initiative ensures that state laws align with the traditional customs and practices of the Scheduled V districts.
The proposed measures under the PESA rules guarantee the involvement of gram sabhas in the management of natural resources, including major minerals like coal. This approach aligns with the BJP's broader strategy to address tribal issues by acknowledging their traditional governance structures and resource management practices. Moreover, Shah pledged to advocate for the dismissal of cases brought by the Forest Department against tribals and Dalits, further emphasizing the party's focus on tribal welfare.
In a separate development, the Jammu and Kashmir Assembly is convening for a five-day session, marking a significant moment for the Omar Abdullah-led National Conference (NC) government. This session is notable as the first elected assembly in Jammu and Kashmir following the disbanding of the previous government led by Mehbooba Mufti's People's Democratic Party in November 2018. The assembly session's agenda includes electing a speaker, with Abdul Rahim Rather, a senior NC leader and seven-time MLA, expected to assume this role.
The recent assembly elections saw the National Conference emerge as the dominant party, capturing 42 seats in the Union Territory's 90-member assembly. Abdullah's initial actions as the head of the newly formed government included passing a resolution in his first Cabinet meeting to advocate for the restoration of Jammu and Kashmir's statehood.
His subsequent visit to New Delhi to meet Prime Minister Narendra Modi was aimed at discussing the Union Territory's administration and the statehood restoration resolution passed by the newly-elected legislature. This engagement highlights the ongoing dialogue between the central government and Jammu and Kashmir's leadership regarding the region's political and administrative future.
