Raipur, Aug 10: Congress president Rahul Gandhi on Friday attacked Prime Minister Narendra Modi on the Bihar and Uttar Pradesh shelter home rape and alleged that the latter doesn't utter a word when women are raped in the Bharatiya Janata Party-ruled states.
