Panchayat Elections in Punjab Set to Take Place by October 20, 2024
The Punjab government has announced that elections for over 13,000 gram panchayats will occur by 20th October. This decision follows a notification from the state rural development and panchayats department. The Governor of Punjab, exercising authority under the Punjab Panchayati Raj Act, 1994, has directed these elections to be conducted by this date.

Earlier this month, the Punjab Assembly passed an amendment to the Punjab Panchayati Raj Bill, 2024. This amendment aims to conduct elections for sarpanch and panch without political party symbols. Chief Minister Bhagwant Mann stated that this change would eliminate groupism in villages and promote comprehensive rural development.
Logistical Preparations for Elections
The Punjab State Election Commission had previously indicated that it was preparing logistical arrangements for these elections. This preparation is crucial to ensure smooth conduct of the gram panchayat elections across the state. The commission's efforts are focused on facilitating a fair and efficient electoral process.
In February, the rural development and panchayat department dissolved gram panchayats that had completed their five-year term. This dissolution was part of routine administrative procedures following the completion of terms. However, a significant development occurred last year when the state government dissolved all 13,241 gram panchayats through a notification in August.
Controversy Over Panchayat Dissolution
The AAP government faced legal challenges after dissolving the gram panchayats in August last year. The Shiromani Akali Dal (SAD) contested this decision in the Punjab and Haryana High Court. Consequently, the government had to retract its dissolution notification due to this legal challenge.
Following the court case, two senior IAS officers were suspended for making a technically flawed decision regarding the dissolution of panchayats. This suspension highlighted accountability issues within the administration concerning procedural decisions.
The upcoming elections are expected to bring new leadership to the gram panchayats, fostering development in rural areas. The government's focus remains on ensuring a transparent and fair election process while addressing past administrative challenges effectively.
