Noida Model: How Gopal Krishna Agarwal’s Ground Campaign Is Shaping UP Politics

BJP national spokesperson Gopal Krishna Agarwal is leading a series of welfare camps in Noida that are helping expand the party's beneficiary base, a crucial factor for easing Chief Minister Yogi Adityanath's path ahead of the 2027 Uttar Pradesh Assembly elections.

The initiative, conducted through camps under the "Gopal Namo Seva Kendra" banner in Sector 44 and nearby areas, has been drawing significant participation. At the 28th camp, residents gathered primarily to access services rather than attend speeches, with on-the-spot registrations for e-Shram cards and Ayushman Bharat health cards made available to street vendors and daily wage workers.

Political observers say the BJP's strength in Uttar Pradesh is closely tied to beneficiaries of government schemes, and efforts like these are aimed at deepening that connection. For many, access to welfare directly influences political trust. For instance, when a 70-year-old cataract patient receives an Ayushman card assuring treatment cover of up to ₹5 lakh, it not only addresses a medical need but also builds confidence in the system, often translating into sustained voter support.

The e-Shram card remains central to the outreach. According to organisers, it goes beyond identification and enables access to multiple benefits for informal workers across 18 categories. These include a training allowance of ₹10,000, a toolkit subsidy of ₹15,000 and concessional loans of up to ₹1 lakh. Data from the initiative shows that approximately 8,261 people have been registered across the first 27 camps and more than 4000 have been linked with government initiatives, free of cost.

Agarwal has said the campaign follows the guidance of Prime Minister Narendra Modi, who has called on party workers to connect citizens with government schemes. In a state as large as Uttar Pradesh, such efforts position party workers as a crucial link between administrative systems and the public.

Those involved in the camps say Agarwal has taken a hands-on role, personally checking forms, verifying documents and assisting with technical issues such as OTP errors. His direct involvement, particularly given his background as a chartered accountant, has helped build trust among workers who often find official processes difficult to navigate.

Beyond welfare delivery, the Noida initiative reflects a broader mix of development and social engagement. Agarwal, who has been active in the region since 1990, manages Shri Sadan gaushala with the help of his team, that houses more than 1,700 stray cattle, addressing both civic concerns and local sentiment.

His work also extends to environmental efforts through the Jaladhikar Foundation, which focuses on restoring ponds and water bodies across Haryana, Delhi and Uttar Pradesh, an area of growing importance amid declining groundwater levels.

Skill development is another focus area. Programmes in Noida include tailoring training for around 140 women through Surya Sasthan as well as support for a computer training centre, aimed at improving self-reliance among low-income groups and informal workers.

Analysts say the model reflects a broader shift towards continuous, service-driven political engagement rather than campaign-focused activity. If replicated across districts, such initiatives could strengthen the BJP's position ahead of the 2027 UP elections and across the country, while presenting a challenge for opposition parties.

Within the BJP, the Noida effort is increasingly seen as a template for grassroots mobilisation, where consistent delivery of welfare benefits and year-round local presence shape voter behaviour over time.
