Next-Gen Vaccines: Panel Urges Development, Evaluation of COVID-19 Jabs

A parliamentary committee stresses the urgent need for next-generation vaccine strategies, recommending the development of vaccines on newer platforms and evaluating the efficacy of existing COVID-19 vaccines. The committee highlights the importance of collaboration with international agencies to combat virus mutations and prepare for future pandemics.

A parliamentary committee has underscored the urgent requirement to formulate strategies for the development of next-generation vaccines. The committee has recommended that the Union Health Ministry actively promote vaccine development on newer and more efficient platforms. Additionally, the ministry should assess the effectiveness of existing COVID-19 vaccines.

Collaboration for Neutral Vaccine Development

The Department-related Parliamentary Standing Committee on Health and Family Welfare highlighted the need for increased collaboration with international agencies to develop various neutral vaccines. The committee emphasized that the constant mutation of viruses necessitates monitoring mutants and preparing for potential pandemics.

Universal COVID Vaccine Development

In response to a recommendation to develop a universal COVID vaccine effective against all variants, the committee reported that the Indian Council of Medical Research (ICMR) has transferred all strains of variants of concern of SARS-CoV-2 to Bharat Biotech for the development of a modified vaccine. The ICMR-National Institute of Virology is continuously conducting studies to understand the protective efficacy of COVID-19 vaccines against emerging variants.

Evaluation of Existing Vaccines

The committee commended the Central Drugs Standard Control Organisation (CDSCO) for permitting various vaccines developed on different platforms for restricted use in emergency situations. However, the committee recognized the urgent need to develop next-generation vaccines. Accordingly, the committee recommended that the ministry encourage vaccine development on newer and more efficient platforms and evaluate the efficacy of existing COVID-19 vaccines.

Dharavi Model for Pandemic Containment

The committee reiterated its recommendation that the health ministry study the Dharavi Model, implemented by the Brihanmumbai Municipal Corporation, to utilize its experience in future pandemics of a similar nature.

Sewage Surveillance for Early Outbreak Detection

In response to a recommendation to explore options for studying sewage samples for early prediction of potential COVID waves, the committee stated that the Indian SARS-CoV-2 Genomics Consortium (INSACOG) is considering expanding to sewage surveillance as a rapid and early detection tool to assess the spread of variants in hotspot localities. INSACOG is collaborating with the National Centre for Disease Control (NCDCo) to develop a common data-sharing portal for sewage surveillance.

Origins of SARS-CoV-2 Virus

The committee noted that the government supported the proposal to study the origins of the SARS-CoV-2 virus during the 73rd session of the World Health Assembly. A joint World Health Organization (WHO) team investigated the source of SARS-CoV-2 in January-February 2021 and concluded that the virus likely originated in bats and was introduced to humans through an intermediary host species. The investigation team considered other hypotheses, including transmission through the trade of frozen cold-chain products, but concluded that a laboratory leak was the least likely scenario. However, WHO acknowledged that further investigation is necessary.

The parliamentary committee's recommendations highlight the importance of proactive measures to address the evolving challenges of the COVID-19 pandemic and future health crises. By promoting the development of next-generation vaccines, enhancing surveillance mechanisms, and fostering international collaboration, India can strengthen its preparedness and response to emerging infectious diseases.
