Nagaland Legislators Continue to Advocate for Naga Integration Resolutions Under Neiphiu Rio's Leadership
Nagaland Chief Minister Neiphiu Rio emphasised the commitment of legislators from various parties to continue advocating for the administrative integration of Naga-inhabited areas. This pursuit aligns with the spirit of unity and solidarity. The issue, rooted in the 16-point agreement, remains central to the broader Naga political movement. Since 1964, the Nagaland assembly has passed six resolutions on this matter, with the latest in 2018.

The formation of Nagaland as a state on December 1, 1963, stemmed from the 16-point agreement between the Nagas and the Centre. This agreement is deeply connected to the Naga political issue, which is crucial to the identity and purpose of the Nagas. Every assembly since statehood has acknowledged its significance, addressing it in nearly every session and passing 17 resolutions for peaceful negotiations.
Commitment to Peace and Unity
Rio highlighted that the assembly's dedication to the Naga cause reflects a shared responsibility to pursue peace and unity. The Nagaland Legislators’ Forum has played a key role in facilitating peace talks. Under Rio's leadership since 2018, both the 13th and 14th assemblies have been opposition-less, with all members unitedly addressing the Naga political issue.
The Centre has engaged in discussions with NSCN-IM since 1997 and with WC NNPGs since 2017. A framework agreement was signed with NSCN-IM in 2015, followed by an agreed position with WC NNPGs in 2017. However, former interlocutor R N Ravi announced in October 2019 that talks had concluded without resolving key demands.
Challenges in Reaching a Final Solution
The Centre's refusal to accept NSCN-IM's demand for a separate flag and constitution for Nagas has delayed a final solution. Meanwhile, WC NNPGs have agreed to accept current offers but continue discussions for remaining demands. Despite ongoing talks, no substantial progress has been made so far.
Rio justified having an opposition-less House for two consecutive terms by highlighting unified efforts towards addressing the Naga political issue. This approach underscores collective responsibility among legislators to work towards peace and unity within Nagaland.
The enduring focus on Naga integration reflects its importance within the larger political movement. As Rio stated during the State Assembly's 60th anniversary celebration, "We will continue to pursue this goal in the spirit of unity and solidarity." This commitment remains unwavering despite challenges faced over decades-long negotiations.
