Modified Sahbhagita Scheme: Rewarding RWAs and GHSs for Tax Collection and Waste Management in Delhi
The Municipal Corporation of Delhi introduces a modified Sahbhagita Scheme, providing incentives to resident welfare associations and group housing societies that meet tax collection and waste management targets. The scheme aims to promote responsible citizenship and enhance civic services in the city.
The Municipal Corporation of Delhi (MCD) is set to introduce a modified version of its Sahbhagita Scheme on January 6, 2023. This updated scheme aims to encourage resident welfare associations (RWAs) and group housing societies (GHSs) to actively participate in tax collection and waste management efforts by providing them with attractive incentives.

Sahbhagita Diwas and Month of Sahbhagita
To mark the launch of the modified scheme, January 6 will be celebrated as Sahbhagita Diwas (Sahbhagita Day). Furthermore, the entire month of January will be dedicated to promoting the scheme and ensuring that all registered RWAs and GHSs are covered under its ambit by March 31, 2023.
Incentives for Tax Collection
Under the modified Sahbhagita Scheme, RWAs and GHSs will be eligible for a 10% incentive if at least 90% of their residents have paid their property taxes. This incentive serves as a strong motivation for these associations to actively encourage their members to fulfill their tax obligations.
Additional Incentives for Waste Management
In addition to the tax collection incentive, RWAs, GHSs, and educational institutions with an area of 10 acres or more can earn an additional 5% incentive by meeting specific waste management criteria. These criteria include achieving 100% waste segregation at the source, composting all wet waste within the colony or society, recycling all recyclable dry waste, and handing over the remaining dry waste to the MCD or its authorized agencies.
The modified Sahbhagita Scheme represents a significant step forward in the MCD's efforts to improve tax collection and waste management practices in Delhi. By incentivizing RWAs, GHSs, and educational institutions to actively participate in these endeavors, the scheme has the potential to bring about positive changes and enhance the overall cleanliness and sustainability of the city.
