Mizoram Assemblys Budget Session Ends: Key Highlights and Outcomes
The 24-day budget session of the Mizoram Assembly concluded on March 13, marked by the passing of the states annual budget, supplementary demands, and the adoption of an official resolution against the Centres border fencing decision.
The 24-day budget session of the Mizoram Assembly came to a close on Wednesday, March 13, with Speaker Lalbiakzama announcing the sine die adjournment in the evening. The session, which commenced on February 19, witnessed significant proceedings, including the passing of the state's annual budget for the financial year 2024-25 and other important bills.

Budget Approval and Supplementary Demands
During the session, the assembly approved the state's annual budget for the upcoming financial year, amounting to Rs 14,412.12 crore. Additionally, supplementary demands for grants totaling Rs 3,287.93 crore were also passed for the fiscal year 2023-24.
Passing of Government Bills
The assembly further enacted 10 government bills, including the Indian Stamp Mizoram Amendment Bill, 2024, which aims to increase stamp duty from 1% to 3%. This move is expected to generate additional revenue for the state.
Presentation of Papers and Reports
Over the course of the 24-day session, at least 16 papers were laid before the assembly, and three reports were presented for consideration.
Resolution Against Border Fencing and FMR Scrapping
A significant development during the session was the adoption of an official resolution opposing the central government's decision to fence the India-Myanmar border and scrap the Free Movement Regime (FMR). The resolution reflects the state's concerns regarding the potential impact of these decisions on border communities.
Questions and Tributes
Speaker Lalbiakzama reported that the assembly received a total of 482 starred questions and 37 unstarred questions for the session. Of the starred questions, 475 were admitted, with 280 placed on the business list and 75 answered during the session. All 37 unstarred questions were admitted, and 194 starred questions were converted into unstarred questions.
The assembly also paid tribute to former minister KL Lianchia, who passed away on January 14 at the age of 91 due to pneumonia.
Vice President's Address
Vice President Jagdeep Dhankhar graced the Mizoram Assembly with his presence on February 26, addressing the House after attending the convocation of Mizoram University. Notably, he became the second Vice President to address the Mizoram Assembly, following M Venkaiah Naidu.
Speaker's Commendation
Speaker Lalbiakzama commended the members of the assembly for maintaining a cordial atmosphere and adhering to decorum throughout the proceedings. He urged them to continue fostering this culture, which he believes serves as an exemplary model for others. Furthermore, he expressed appreciation for the opposition parties' restraint from resorting to baseless attacks on the government during the session.
