Manoj Sinhas Strong Message: Security Forces Must Be Vigilant Against Youth Luring in J&K

Jammu, March 11: Lieutenant Governor Manoj Sinha has called on security forces in Jammu and Kashmir to remain vigilant against "malicious attempts" by terror handlers to lure the youth into "unlawful activities." Addressing the inauguration of a two-day training program on strengthening child protection systems, Sinha emphasized the importance of taking preemptive measures to ensure that no innocent child falls victim to any "nefarious design."

"Don't Touch the Innocent, Don't Spare the Culprit"

Sinha stressed the need for a balanced approach, stating, "Don't touch the innocent and do not spare the culprit is our policy." He highlighted the government's commitment to the welfare of children and its efforts to create a supportive ecosystem for the young generation. The Lieutenant Governor also emphasized the importance of strengthening the adoption mechanism to secure a happy childhood for every child in J&K.

Reforms in Juvenile Justice System

Sinha outlined several key initiatives undertaken by the administration to develop a conducive environment for the care and protection of children in the Union territory. These include the issuance of Juvenile Justice Rules 2021, the reorganization of the Juvenile Justice Board, and the notification of a rehabilitation policy for children living in street situations.

Progress in Adoption and Childcare

The Lieutenant Governor highlighted the progress made in the adoption process in Jammu and Kashmir. He mentioned the establishment of a Union territory-level adoption resource agency and 12 specialized adoption agencies across the region. Since 2022-23, a total of 34 children have found homes, and 47 childcare institutions have been established.

Foster Care Fund and Simplified Adoption Policy

Sinha also announced the approval of the Foster Care Fund under the Juvenile Justice Act in January 2023. Additionally, the policy for adopting older children has been simplified to facilitate the process.
