Mamata Banerjee Transfers Kolkata Police, Health Officials in Response to Junior Doctors' Demands
Accepting most of the five-point charter of demands from the protesting junior doctors, West Bengal Chief Minister Mamata Banerjee decided to transfer several top officials from Kolkata Police and the state health department, including CP Vineet Goyal. This announcement came after a meeting with the agitating doctors at her Kalighat residence.

The junior doctors have been on strike for 38 days following the alleged rape and murder of a postgraduate intern at RG Kar hospital on August 9. This strike has severely impacted state-run healthcare services. "We have accepted almost all demands of the doctors. Keeping in mind the plight of the common people, we did the best we could. I now appeal to the doctors to return to work," Banerjee stated, confirming no disciplinary action would be taken against them.
Transfer of Officials
Banerjee also announced the removal of the Director of Medical Education (DME) and the Director of Health Services (DHS), along with the Deputy Commissioner North Division, who allegedly offered money to the parents of the RG Kar victim. "We will announce the name of the new police commissioner after 4 pm on Tuesday after the scheduled hearing in Supreme Court gets over," she said.
The decisions were formalised in a meeting's minutes, signed by Chief Secretary Manoj Pant and countersigned by a delegation of 42 doctors who participated in talks to end the RG Kar hospital deadlock. The agitating medics later agreed to a compromise, now only asking to record the minutes of the meeting and receive a signed copy.
Doctors' Response
Despite these concessions, doctors stated they would continue their protests until concrete actions are taken. "We will decide on what our next step would be after the hearing at the Apex court and after we confirm the government issuing those transfer orders it has promised," announced Dr Debasish Halder from the sit-in before Swasthya Bhawan.
"While the CM has accepted our demand to remove the CP, DC North, DHS and DME, she is yet to agree on removing the principal secretary of the health department or DC Central. The discussions on operating threat syndicates in hospitals and corruption remain incomplete," added Dr Aniket Mahato.
Infrastructure Development
The signed minutes also documented a sanction of Rs 100 crore for infrastructure development in hospitals for doctors and rebuilding patient welfare committees to be more inclusive with stakeholders. To tackle safety-security measures in hospitals, a special task force headed by the chief secretary was proposed.
The task force will include members such as the home secretary, DGP, CP Kolkata, and representatives of junior doctors. It also documented setting up an "effective and responsive grievance redressal mechanism" across hospitals and colleges in the state.
Ongoing Protests
Early morning celebrations with protestors playing drums and blowing conch shells were witnessed at Swasthya Bhawan agitation site. Meanwhile, senior doctors from RG Kar Medical College alleged evidence tampering in the Kolkata doctor rape and murder case. They demanded that authorities expedite investigations and punish culprits without delay.
Earlier on Monday, talks between state government officials and junior doctors began around 6:50 pm after four unsuccessful attempts to resolve the deadlock. The meeting lasted about two hours, followed by three hours to finalise meeting minutes in presence of Chief Secretary Manoj Pant.
Previous attempts failed due to disagreements over live-streaming meetings. The state government allowed two stenographers accompanying agitating doctors inside to record minutes. The talks fructified after state government invited protesting doctors for talks for fifth time, two days after dialogue failed over live-streaming disagreement.
On Saturday, Banerjee made a surprise visit to protest site assuring doctors their demands would be addressed. However, proposed meeting fell through when protesters claimed they were asked to leave unceremoniously after waiting three hours at CM's residence gates.
