Know All About The Emergency Flash Message Sent By The Indian Government

On Tuesday, 10th October morning in India, numerous mobile users were taken aback when they received an emergency alert from the government. This alert, transmitted around 11:35 AM, included a flash message and an emergency tone on Android and iPhone devices.

However, there's no cause for alarm; it was merely a test of India's new emergency alert system, spearheaded by the National Disaster Management Authority (NDMA).

The emergency alerts were dispatched to a random selection of smartphones throughout India, triggering a loud beep and displaying a flash message that declared "emergency alert: severe." The message was sent in English and Hindi and repeated a few minutes apart.

According to the NDMA, this alert was part of a trial run to evaluate the efficacy of the alert system and identify any potential issues. The messages were transmitted between 11:30 AM and 11:44 AM IST via the Cell Broadcasting System (CBS), reassuring recipients that it was solely a test and no action was required.

The flash message read: "This is a SAMPLE TESTING MESSAGE sent through Cell Broadcasting System by the Department of Telecommunication, Government of India. Please ignore this message as no action is required from your end. This message has been sent to test the Pan-India Emergency Alert System being implemented by the National Disaster Management Authority. It aims to enhance public safety and provide timely alerts during emergencies. Timestamp: 10-10-2023 11:30 AM 11."

Significantly, the CBS is a technology that allows mobile operators to transmit text messages to all phones within a specific area, irrespective of the mobile network they use. This feature makes it an ideal choice for disseminating emergency alerts.

The NDMA is conducting these tests to ensure that the alert system operates seamlessly and can effectively reach people in the event of a genuine emergency. These trials also serve the purpose of identifying any areas that may require improvements in the system.

A similar flash message was sent to users a few weeks before this test. The Department of Telecommunications Cell Broadcasting System (DoT CBS) has announced its plans to periodically conduct such tests in various regions. These tests are intended to assess the efficiency and effectiveness of mobile operators' emergency warning broadcast capabilities and cell broadcast systems.

Rajkumar Upadhyay, CEO of C-DOT (Centre for Development of Telematics), has indicated that the technology for cell broadcast is currently only available from foreign vendors. Thus, C-DOT is in the process of developing its own. He noted that cell broadcast technology is still in development but will be utilized by NDMA to send alerts directly to mobile phone screens during disasters.

It is currently undergoing testing on the Jio and BSNL networks. Upadhyay also emphasized that various versions of cell broadcast messages are being developed for propagation through the telecom network.
