Rahul Gandhi held a long closed-door meeting with Prime Minister Narendra Modi and home minister Amit Shah, even as debate grew over an upcoming foreign trip to Germany during the Parliament winter session. The meeting focused on appointments to key transparency and vigilance bodies at the Union government level.

BJP leaders attacked the Congress leader for planning a foreign journey while Lok Sabha proceedings continue till 19 December. Shehzad Poonawalla called Rahul Gandhi "Videsh Nayak" and alleged that foreign tours often take priority over parliamentary work, reviving earlier criticism from the Bihar election period.

Reports indicate that Rahul Gandhi intends to travel to Germany from 15 to 20 December. During the visit, Rahul Gandhi is set to attend a major Indian Overseas Congress event in Berlin on 17 December, where representatives from IOC units across Europe are expected to gather for party outreach.

The Indian Overseas Congress has framed the Rahul Gandhi Germany visit as a chance to deepen links with overseas supporters. Announcing the Berlin programme, IOC Austria president Ausaf Khan said, "We are honored to welcome Shri Rahul Gandhi Ji, Leader of the Opposition in the Lok Sabha and Member of Parliament, who will be engaging with the Indian diaspora in Berlin on December 17, 2025. The event will bring together all Presidents of the Indian Overseas Congress from across Europe, providing a unique platform to discuss key issues with Shri Rahul Gandhi, particularly on strengthening the Congress Party,NRI issues and further exploring how the IOC can play a pivotal role in connecting more people to the party and spreading its ideology. We look forward to receiving invaluable guidance from our senior leadership, including Shri Rahul Gandhi, Shri Sam Pitroda, Dr. Arathi Krishna, and other esteemed leaders. IOC functionaries also stressed the diplomatic and policy dimensions of the Rahul Gandhi Germany visit. Back in Delhi, the three-member panel for statutory appointments met for nearly two hours. Rahul Gandhi, Narendra Modi and Amit Shah discussed names for the Chief Information Commissioner, eight Information Commissioners for the Central Information Commission, and the Vigilance Commissioner in the Central Vigilance Commission, covering several important vacancies.

According to ANI, Rahul Gandhi submitted a formal dissent note on the selections discussed for the CIC and CVC.
