The decision follows the April 29 massacre at Baisaran Meadows, an isolated yet popular tourist trail near Pahalgam, which turned into a killing field after militants opened fire indiscriminately at civilians. What makes the incident even more devastating is the government's own admission: Baisaran was opened to tourists two months ahead of schedule without alerting or deploying any security. The area had zero policing or paramilitary cover at the time of the attack.
