A statement from the government said, "This will mark a major milestone in the Government's commitment to the Prime Minister's vision of modern, efficient, and citizen-centric governance. Kartavya Bhavan - 03, which is being inaugurated, is part of the broader transformation of the Central Vista. It is the first among several upcoming Common Central Secretariat buildings that aim to streamline administrative processes and enable agile governance."
The complex will have rooftop solar panels that are expected to generate over 5.34 lakh units of electricity annually, helping the building use 30% less energy overall. Special glass windows are also installed to help keep the building cool.
Following the inauguration on Wednesday, the Prime Minister is also scheduled to address a public event.
Part of a Larger Government Overhaul
This inauguration marks a significant step in the government's plan to modernize its administrative infrastructure. Kartavya Bhavan 3 is the first of 10 Common Central Secretariat buildings aimed at streamlining government processes and enabling more agile governance. This broader project, known as the Central Vista transformation, will replace the ageing colonial-era secretariats and other outdated buildings constructed between the 1950s and 1970s.
Relocating these departments to a central location is projected to save the government nearly Rs 1,000 crore by eliminating the need for rented office spaces scattered across Delhi. This move is part of a larger administrative reform agenda to enhance inter-ministerial coordination and speed up policy execution.
Kartavya Bhavan 3 is a state-of-the-art complex spanning about 1.5 lakh square meters. The building consists of two basements and seven levels and will house the Ministries of Home Affairs, External Affairs, Rural Development, MSME, Petroleum & Natural Gas, DoPT, and the Principal Scientific Adviser.
