Jammu and Kashmir Takes Action Against Illegal Mining, Simplifies Licensing Procedures

In a bid to combat illegal mining and ensure a smooth supply of construction materials, Jammu and Kashmirs Chief Secretary, Atal Dulloo, has directed officials to implement stricter measures and streamline the licensing process. The move aims to curb illegal operations and facilitate the issuance of mining permits, addressing the potential shortage of essential minerals in the region.

In a significant move to combat illegal mining and ensure a smoother licensing process for construction materials, the Jammu and Kashmir Chief Secretary, Atal Dulloo, has issued strict directives to officials. During a meeting with officials from the mining department and divisional administration, Dulloo emphasized the need for effective deterrents to curb illegal mining operations and facilitate the timely issuance of mining permits.

Curbing Illegal Activities and Facilitating Mineral Access

Dulloo stressed the importance of devising robust measures to discourage illegal mining and address the shortage of essential minerals faced by the public. He urged the departments involved to expedite the exploration of major minerals, thereby augmenting the resources available in the Union Territory.

Revenue Models and Streamlined Auctioning

The Chief Secretary took note of the revenue models being considered for the auctioning of valuable mineral blocks, including lithium and bauxite. He instructed officials to streamline the auctioning process and make concerted efforts to operationalize all blocks that have already been auctioned.

Environmental Impact Assessment Authority

Dulloo highlighted that the constitution of the Jammu and Kashmir Environment Impact Assessment Authority is nearing completion. Once established, this authority will play a crucial role in ensuring a smoother supply of minerals in the market while adhering to environmental regulations.

Exploration and E-Auctioning

Secretary, Mining, Rashmi Singh, provided an update on the department's activities. She informed the meeting that numerous blocks of various minerals, such as limestone, gypsum, coal, magnetite, lignite, granite, and sapphire, have been identified for exploration within the Union Territory. Additionally, the department has granted 208 Minor Mineral Leases through e-auctioning.

Revenue Generation and Project Facilitation

Singh disclosed that the department has generated substantial revenue during the current financial year. An amount of Rs 101.85 crore has been realized by issuing 3,643 short-term or disposal permits for the extraction of ordinary earth. These permits have facilitated the execution of projects of national importance and other government works in Jammu and Kashmir from January 2020 to November 2023.
