Jammu and Kashmir Assembly's First Budget Session in Six Years to Start on March 3 with Manoj Sinha's Address

The Jammu and Kashmir Assembly's Budget Session is set to commence on 3rd March, with Lieutenant Governor Manoj Sinha delivering the opening address. This marks the first budget session under the leadership of Omar Abdullah's National Conference government, which took office on 16th October last year, ending six years of central rule.

Jammu and Kashmir Assembly Budget Session Starts March 3

The Assembly Secretariat has issued a bulletin inviting members to gather at the Legislative Assembly Complex in Jammu at 10 am for the Lieutenant Governor's address. "I, Manoj Sinha, Lieutenant Governor of the Union Territory of Jammu and Kashmir, under the provisions of Section 211 of the Jammu and Kashmir Reorganisation Act, 2019, call upon the Members of the Legislative Assembly to assemble in the Legislative Assembly Complex at Jammu on Monday, the 3rd of March, at 10 am to hear my address," read a bulletin issued by the Assembly secretariat.

Assembly Procedures and Member Guidelines

A separate bulletin from the Assembly Secretariat has advised members to limit their submissions. They are requested not to exceed 10 starred and 10 unstarred questions, as per Rule 32 of the Rules of Procedure and Conduct of Business. Additionally, they should not propose more than three bills by or before 10th February.

Members are also instructed to submit no more than four resolutions by or before 16th February, in accordance with Rule 174. These guidelines aim to streamline proceedings during this significant session.

Budget Presentation and Historical Context

The session is expected to last around three weeks. The budget will be presented by Chief Minister Omar Abdullah, who also oversees the Finance Department. It must receive legislative approval before March ends. This will be Abdullah's first budget presentation in this role.

Previously, Abdullah managed departments like Home and General Administration during his tenure as Chief Minister from 2009 to 2014 in the former state of Jammu and Kashmir. The last five budgets were passed by Parliament due to the absence of a legislative assembly in Jammu and Kashmir.

Recent Political Developments

The NC-led government has already held one assembly session in Srinagar from November 4th to 8th. This occurred within 20 days after forming the government. The central government had revoked Jammu and Kashmir's special status under Article 370 in August 2019, dividing it into two Union Territories: Jammu and Kashmir and Ladakh.

In June 2018, following the collapse of the PDP-BJP government, Satya Pal Malik's state administrative council approved the budget for 2019-2020. This upcoming session will be only the second since the NC-led government took charge in this Union Territory.

The upcoming budget session signifies a return to local governance after years under central administration. It highlights a crucial step towards self-governance for Jammu and Kashmir under its new political structure.
