India's War-Time Preparation Begins: What Are Mock Drills? Why It is Conducted? Know All About May 7 Exercise
In response to emerging "new and complex threats" in the evolving geopolitical landscape, the Union Ministry of Home Affairs (MHA) has directed all states and union territories to conduct civil defence mock drills across 244 designated districts on Wednesday, May 7.
The order, issued on May 2, comes under the Civil Defence Rules, 1968, and follows a series of high-level meetings chaired by Prime Minister Narendra Modi to deliberate on India's response to the April 22 Pahalgam terror attack, which claimed 26 lives in Jammu and Kashmir.

Why the Drill Matters?
In a letter to states, the Directorate General of Fire Services, Civil Defence and Home Guards stated: "In the current geo-political scenario, new and complex threats/challenges have emerged. Hence, it would be prudent that optimum civil defence preparedness in the states/UTs is maintained at all times."
What Is a Civil Defence Mock Drill?
It is a type of preparation to check how civilians and authorities when a country is under attack. By carrying out the drills, the government is trying to test the alertness of civilians.

- Air raid sirens
- Simulated power blackouts
- Emergency evacuations
- Civilian sheltering protocols
- Real-time response by emergency teams
The primary goals are to enhance readiness, minimize panic, and protect lives by ensuring both authorities and citizens know their roles in a crisis.
Cold War-era Measures Make a Comeback
These drills were common during the Cold War where countries prepare their citizens fearing air raids and nuclear attacks. As India is gearing up to retaliate to the recent terror attack, the Home Ministry is reviving these tactics to strengthen national preparedness.

What to Expect on May 7?
Citizens in affected districts may experience:
- Temporary power blackouts
- Mobile signal disruptions
- Traffic diversions
- Air raid sirens
- Simulated evacuations or war-like scenarios
Authorities may issue public announcements or restrict access to certain zones temporarily. These are planned drills, not real threats.
Key Components of the Drill
1. Siren Tests
Public alert systems will be activated to simulate incoming aerial threats, giving civilians time to seek shelter.
2. Crash Blackouts
Cities may switch off visible lights to replicate wartime blackout conditions and reduce night-time detection risks - a tactic last used extensively during the 1971 Indo-Pak war.
3. Camouflage Exercises
Critical infrastructure like communication towers and power plants will undergo concealment drills to test defences against satellite and aerial surveillance.
4. Evacuation Drills
Authorities will practice moving civilians from high-risk zones to safe areas to assess and improve logistical efficiency.
5. Civilian Awareness Sessions
Educational institutions, offices, and community centres will host training on:
- Finding safe shelter
- Basic first aid
- Emergency response protocols

Who Will Be Involved?
The drill will involve coordinated efforts from:
- District Authorities
- Home Guards and Civil Defence Wardens
- Volunteers from NCC, NSS, NYKS
- School and college students
Each state and union territory is required to submit an Action Taken Report post-drill, detailing observations, gaps, and suggested improvements.
Some regions have already launched blackout rehearsals. On May 5, Ferozepur Cantonment in Punjab, close to the India-Pakistan border, conducted a 30-minute blackout drill to preview the national exercise.
This move is part of a broader civil defence revival strategy discussed during the Chintan Shivir in October 2022. In January 2023, the Union Home Secretary urged states to step up civil preparedness, especially in border and coastal regions.
The primary objectives of the mock drill are as follows As per the MHA:
- To assess the effectiveness of air raid warning systems.
- Operationalization of Hotline/Radio Communication Links with the Indian Air Force.
- To test the functionality of control rooms and shadow control rooms.
- Training of civilians, students, etc., on the civil defence aspects to protect themselves in the event of hostile attack.
- Provision of crash black out measures.
- Provision for early camouflaging of vital plants / installations.
- To verify the activation and response of Civil Defence services, including warden services, firefighting, rescue operations, and depot management.
- To assess the implementation of crash blackout measures.
- To evaluate the preparedness of evacuation plans and their execution.
