Bill Introduced by Himachal Govt for Assisting Governor in Appointing VCs of Agriculture, Horticulture Universities

The Himachal Pradesh Government has introduced a bill that seeks to empower it to aid the governor in appointing vice chancellors at two agriculture and horticulture universities. The proposed legislation will be applicable to Chaudhary Sarwan Kumar Krishi Vishvavidyalay, Palampur and Dr YS Parmar University of Horticulture and Forestry, Solan.

The government of Himachal Pradesh has recently proposed a bill that aims to empower it in advising and aiding the governor in the appointment of vice chancellors for two agricultural universities within the state. This move, introduced on Wednesday, is directed towards Chaudhary Sarwan Kumar Krishi Vishvavidyalay located in Palampur and Dr YS Parmar University of Horticulture and Forestry situated in Solan.

The suggested legislation titled The Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Amendment Bill, 2023 seeks to offer a more direct role for the government when appointing vice chancellors. Currently, there are no provisions allowing governmental involvement with such appointments; this has been deemed restrictive by lawmakers who believe that a democratic government should have rights to shape higher learning institutions.

A Shift from Current Practice

As per existing norms, vice chancellors are appointed by the governor who also serves as chancellor for these state-run universities. However, their recommendation is based on inputs from a selection committee comprised of a nominee chosen by the governor himself along with chairman representatives from both Indian Council of Agricultural Research (ICAR) and University Grants Commission (UGC). This current practice does not allow any scope for intervention or influence from governmental bodies.

New Provisions Proposed

To address this issue, amendments have been proposed to sections 23 and 24 of The Act which stipulate that future appointments will be made directly by the Governor but only after consultation with state government officials. This marks significant change as it ensures an active participation from governing bodies while selecting leaders for these educational establishments.

This legislative proposal can be seen as an attempt at democratizing processes within higher educational institutions, by allowing the government a say in their leadership appointments.
