Goa SIR 2026: Over 27,000 Names Deleted from Final Voter List

The Election Commission of India has released the final electoral roll for Goa after the Special Intensive Revision 2026. As of 21 February 2026, the state lists 10,57,566 electors. This roll records 5,11,436 male voters, 5,46,121 female voters, and 9 third gender voters. Officials state that general electors now have 100% photo and EPIC coverage.

Compared with the draft roll issued on 16 December 2025, the electorate has reduced. The earlier list had 10,84,992 voters, so the final roll shows 27,426 fewer names. This equals a fall of 2.53%. The gender ratio now stands at 1,068 female voters for every 1,000 male voters, indicating more women on the rolls.

Youth participation has risen in the updated figures. The share of electors aged 18–19 years has grown to 0.89% in the final roll. The draft roll had shown this group at 0.57%. Officials link this rise to focused enrolment drives during the Special Intensive Revision across colleges and local communities in Goa.

During the revision exercise, authorities changed the rolls through additions, deletions, and scrutiny. A total of 12,166 new electors were added after verification. Another 3,959 entries were deleted from the list. In addition, 35,780 names were marked ineligible, following checks on residence, duplication, and other qualifying conditions under electoral rules.

Field teams also examined data quality in the draft roll. Out of 10,84,992 electors, 83.19% were tagged as self or family mapped, meaning clear household links. The remaining 16.81% stayed unmapped. Officials flagged 58,923 logical discrepancies, including mismatched parents’ names, unusual age gaps within families, and similar data issues, which were reviewed during hearings.

For house-to-house enumeration, 11,85,034 Enumeration Forms were printed and distributed across Goa. Authorities received back 10,84,992 forms, giving a response rate of 91.56%. Another 1,00,042 forms, or 8.44%, were not returned. These unreceived forms were categorised in the ASDD list, covering Absent, Shifted, Dead and Duplicate cases.

The ASDD category was further broken down after inquiry. Officials recorded 25,574 deaths, 29,729 absent or untraceable persons, and 40,469 permanently shifted electors. Another 1,997 were already registered elsewhere, while 2,273 fell under “Others”. The detailed breakup of ASDD entries is shown below.

The final roll continues to reflect a higher number of women voters in the state. Details of electors by gender, as recorded on 21 February 2026, are presented here.

Alongside the roll update, polling infrastructure has been adjusted. After rationalisation, Goa now has 1,731 polling stations across the state. These stations are planned to match the revised elector distribution. The Election Commission of India states that the final roll and station layout aim to support smoother polling in future elections.
