Germany Balances Efforts to Curb Illegal Migration with Liberal Immigration Policies, Says Philipp Ackermann

Germany is working to curb illegal immigration while maintaining its liberal immigration policies, according to Philipp Ackermann, the German Ambassador to India. During a discussion with former Indian diplomat Vijay Gokhale at the Pune Public Policy Festival, Ackermann highlighted the challenges Germany faces due to immigration. He noted that migration is central to Germany's internal politics.

Germanys Stance on Migration and Immigration Policy

Ackermann explained that a significant portion of Germany's population has non-German ancestry. He stated, "You have to imagine that 30 per cent of the German population has one non-German parent and 20 per cent of the German population German nationals have two non-German parents." Over the past two decades, Germany has evolved into a nation reliant on immigration, making it impractical to close its doors to newcomers.

Germany's Liberal Immigration Laws

The ambassador claimed that Germany boasts some of the most liberal immigration laws in the Western world. He encouraged qualified individuals to move to Germany without needing a job contract beforehand. "There are many smart Indians. I would like to take this opportunity to say that the Indian community is growing. so you can come," he said.

However, Ackermann acknowledged that Germans have felt overwhelmed by the influx of refugees and asylum seekers in recent years. Between 2015 and 2016, millions of Syrians sought refuge in Germany, followed by millions of Ukrainians from 2022 to 2024. The goal is to reduce illegal migration while encouraging legal pathways for migrants.

Historical Context and Integration

Germany's liberal stance on asylum laws stems from its history and moral obligations. Ackermann mentioned that during Hitler's regime, many Germans fled their homeland and were welcomed by other countries. "We feel it is our moral obligation to extend the same," he said. The ambassador noted that 70-80% of Syrians who arrived in 2015 are now employed.

Integration takes time, typically six to eight years for migrants from different cultures to fully assimilate into society. Ackermann expressed optimism about maintaining Germany's liberal migration spirit in the future.

US Political Landscape

Addressing a question about Donald Trump potentially overturning the 22nd amendment for a third presidential term, Ackermann dismissed the likelihood. He pointed out that there isn't an overwhelming majority supporting Trump and predicted a shift in political dynamics during mid-term elections. "In two years time, there will be a mid-term election and history shows that mid-term elections swing the pendulum in the other direction," he said.

Germany remains committed to balancing its open immigration policies with efforts to manage illegal migration effectively. The country's historical experiences continue to shape its approach towards welcoming those seeking refuge and opportunities within its borders.
