Families Demand Investigation into Assam Encounter That Killed Three Youths
The families of three youths killed in an alleged encounter by the Assam Police have filed a complaint demanding an investigation into their deaths. Lalthavel Hmar, Lalremsang Hmar, and Lalchunghnung Hmar, relatives of the deceased, lodged the complaint at Lakhipur police station in Cachar district. The police confirmed receipt of the complaint but have not yet registered a case.

On July 17, three suspected Hmar militants were killed and three police personnel were injured in a gunfight in Cachar, according to senior police officials. Two of the suspected militants were locals, while one hailed from Chrachandpur in Manipur. The families' complaint calls for a thorough investigation, stating that the account given by Cachar SP Numal Mahatta does not align with available evidence.
Demand for Investigation
The complaint highlights video footage recorded by an unknown state police officer. It shows Lalbiekkung Hmar, Joshua Hmar, and Lallungawi Hmar being apprehended from an auto-rickshaw without Kevlar vests or helmets and appearing unarmed. Another video shows them being taken to a forested area with their hands tied behind their backs. Photographs of their bodies at the SMCH morgue later circulated on social media.
The families allege that it seems as if the youths were forced to wear Kevlar vests posthumously. The Assam Hills Region of the Hmar Inpui, the community's apex body, described the circumstances leading to their deaths as a severe violation of human rights. They urged the National Human Rights Commission (NHRC) to take suo motu cognisance of the matter.
Community's Response
The Hmar Inpui has called for immediate action from human rights organisations. They believe that the deaths of these youths represent a significant breach of human rights and demand accountability from law enforcement agencies. The community is seeking justice and transparency regarding the incident.
Police officials have stated that they are reviewing the complaint and will decide on further actions soon. The families and community members continue to press for a detailed investigation to uncover the truth behind the encounter.
The incident has sparked widespread concern among local residents and human rights activists. Many are questioning the methods used by law enforcement during such operations and calling for stricter oversight to prevent future occurrences.
