Election Commission of India To Revise Voters List Nationwide From Next Month

The Election Commission of India (ECI) is gearing up for a potential nationwide special intensive revision (SIR) of electoral rolls next month. This follows the Supreme Court's recent endorsement of the SIR as a "constitutional mandate," allowing its continuation in Bihar. The ECI aims to ensure accurate voter lists by revising them across all states.

Some state Chief Electoral Officers (CEOs) have already begun updating their voters' lists. For instance, Delhi's CEO website displays the 2008 list from the last intensive revision. Similarly, Uttarakhand's 2006 electoral roll is now available online. These past revisions serve as benchmarks for the upcoming exercise.

Focus on Illegal Migrants

The ECI plans to scrutinise electoral rolls to identify and remove illegal foreign migrants by verifying their birthplaces. This initiative gains importance amid ongoing efforts to address illegal migration issues in several states, including those involving individuals from Bangladesh and Myanmar.

Bihar is set for elections this year, while Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal will hold Assembly polls in 2026. The timing of the SIR aligns with these electoral events, ensuring updated and accurate voter lists are in place before voting commences.

Legal Challenges and Court Hearings

The Supreme Court's decision came after opposition parties challenged the SIR process, arguing it might disenfranchise eligible voters. Despite these concerns, the court upheld the ECI's authority to proceed with the revision in Bihar. The final decision on a nationwide rollout will be made after July 28 when the Bihar case returns to court.

Most states conducted their last intensive revisions between 2002 and 2004. The ECI uses Bihar's 2003 voters' list as a reference point for its current efforts. This historical context helps establish cut-off dates for updating electoral rolls across different regions.

An official hinted that post-July 28, a comprehensive plan for a nationwide SIR could be finalised based on court proceedings. This strategic move aims to enhance voter registration accuracy and integrity throughout India.
