Punjab's Chief Minister Bhagwant Singh Mann Introduces Easy Property Registration System To Enhance Transparency

Punjab's Chief Minister, Bhagwant Singh Mann, introduced a new "easy registry" system for property transactions on November 27. This initiative aims to eliminate corruption and ensure transparency. "For decades, property registration was complex and time-consuming, requiring multiple visits to sub-registrar offices," Mann stated. The new system promises to simplify and expedite these processes.

The introduction of the "easy registry" marks a new era of transparent and efficient property registration in Punjab. Under this system, citizens will no longer face unnecessary delays or difficulties. Mann highlighted that it's the first time in India that a state has taken such a step to streamline property registration. The initiative allows any sub-registrar office within a district to register properties from any area in that district.

Streamlined Process for Citizens

With this system, citizens can prepare a 'sale deed' online or through service centres for a nominal fee of ₹500. The initiative also enables citizens to call the helpline number 1076 under the "Sarkar Tuhade Dwar" scheme for assistance. Documents can be submitted online within 48 hours, ensuring efficiency. This eliminates unnecessary objections from tehsildars, as objections must be referred to the Deputy Commissioner for validation within the stipulated time.

Citizens will receive updates on their registration process via WhatsApp, ensuring transparency. If any bribery occurs, complaints can also be lodged through WhatsApp. Mann expressed pride in this development, noting that Deputy Commissioners will now ensure smooth completion of property registrations. The Mohali sub-registrar office has been upgraded with a help desk and comfortable waiting areas for citizens.

Technological Integration and Citizen Convenience

Previously, registrations were confined to the sub-registrar office within the property's jurisdiction. Citizens often remained unaware of registration progress or objections. Now, every step from document submission to final approval is communicated via WhatsApp. The 48-hour timeframe for objections or document verification further reduces registration costs.

The "Draft My Deed" feature allows individuals to write their registration documents with assistance from service centres. There is no need for separate transaction proof, reducing bank visits. After registration, confirmation is sent via WhatsApp, allowing citizens to collect their sale deed in one visit. The Punjab government aims to improve service centres and helpline 1076 to minimise unnecessary office visits.

Mann emphasised the significant milestone this reform represents in administrative improvements. It aims to provide large-scale convenience, enabling citizens to access services smoothly and without hassle. The government is committed to introducing more citizen-friendly reforms for efficient service delivery.

Ultimately, this initiative is designed to make property registration straightforward and corruption-free. Citizens can now focus on more important matters instead of dealing with bureaucratic hurdles. This change is a step towards a more efficient and transparent governance model in Punjab.
